INCATech is searching for a GIS Solution Engineer to support a DHS customer by evaluating, designing, implementing, and administering key GIS software components and associated workflows for robust GIS platform requirements. Will support mission critical tasks to establish solutions to 1) support the mission and make it successful, 2) broaden the effect of GIS technology to its business, and 3) help shape the evolution of the platform by identifying new implementation patterns. Individuals in this position must be able to proactively craft, propose and implement configured solutions that address critical challenges and mission requirements faced by the client. We’re looking for individuals who possess a desire to immerse yourself in location-based problem solving to support our client’s missions and work collaboratively to increase the use and value of GIS.

Work Location: Hybrid 3 days in Springfield, VA

RESPONSIBILITIES:

  • Work closely with Federal customers to identify, design, implement and certify key GIS workflows for the ArcGIS platform.
  • Provide platform configuration guidance and best practices to customers related to integrated Desktop (ArcGIS Pro) and ArcGIS Enterprise applications such as Experience Builder, Operations Dashboards, and others.
  • Communicate ArcGIS Enterprise technologies to technical and non-technical customers using through understanding of Esri’s technology that aligns with customers' solutions vision.
  • Be able to understand, create, and explain new data products created by spatial analysis and other analytical methodologies.
  • Proactively craft and propose solutions that clarify how GIS brings business value to address critical challenges and mission requirements faced by our customers.
  • Communicate ArcGIS Enterprise technologies, complex technical demonstrations, and GIS products to technical and non-technical customers with varying level of expertise.
  • Prepare and present high-quality business and technically related documentation.
  • Communicate best practices for building and maintaining enterprise geodatabases.
  • Support monitoring customer ArcGIS Portal to make sure it is always operational.
  • Provide support for developing deployment strategies and timelines, configurations, testing/evaluating, and documentation for GIS Products as ArcGIS Enterprise, ArcGIS Monitor, ArcGIS Pro, ArcGIS Locator and Network Analyst services, Services, AllSource, and others.
  • Perform basic and advanced geo-processing tasks using Desktop, web, and cloud-based ArcGIS platforms, other Esri products and extensions and Python and SQL scripts.
  • Collaborate internally to help customer organizations align their technical objectives and business goals with Esri’s technology platform.
  • Use ArcGIS Pro to support ad hoc mapping and analysis tasks.

REQUIREMENTS:

  • Bachelor’s or master’s in geography, computer science, engineering, mathematics, GIS, or a related field, depending on position level.
  • Three or more years of experience designing, implementing, and/or administrating enterprise GIS solutions such as Experience Builder that are built on the ArcGIS Enterprise Platform.
  • Experience with Esri software including ArcGIS Enterprise, Portal for ArcGIS, ArcGIS Desktop, ArcGIS Online, and their associated APIs or interfaces.
  • Knowledge of geospatial and mapping concepts such as spatial analysis, map projections, etc.
  • Design, publishing and maintenance experience with ArcGIS Server Map and Feature Services.
  • Knowledge of Agile software development methodologies (Scrum).
  • Strong, persuasive communication skills.
  • Ability to clearly communicate technical ideas, whether to other technical peers or non-technical project managers or customers.

Preferred Experience:

  • User and role management/administration within the ArcGIS Enterprise Platform.
  • Experience using Python, specifically ArcGIS Python API and arcpy.
  • Experience with ArcGIS GeoEvent server data feeds.
  • Experience within DHS IT Systems developing GIS/IT-driven solutions.
