$91,036.23 - $103,922.02 - Permanent Full-Time, based on a 35-hour work week. An additional 10.75% Job Family Market Multiplier will be added to the posted salary. An additional 3% Location Allowance will be added to posted salary for employees based in northern location.
About the Job: The Manager, Information Systems (Manager) is accountable for the delivery and operation of enterprise information systems, including project delivery, systems operations, and continuous improvement initiatives. The Manager provides operational leadership and supports strategic direction to ensure that information systems initiatives are effectively prioritized, resourced, delivered and sustained in alignment with BCER's organizational mandate and strategic direction.
The Manager oversees the delivery and operation of multiple concurrent information systems initiatives, translating strategic priorities into coordinated work plans and ensuring resources, dependencies, risks, and stakeholder requirements are effectively managed. The role monitors portfolio performance and operational health, resolves delivery and operational issues, and provides recommendations to support informed decision-making and successful business outcomes.
The Manager leads a team of Business Analysts and is accountable for the quality, consistency, and effectiveness of business analysis and project management practices across the Information Systems portfolio. This includes assigning and prioritizing work, coaching and performance management, and ensuring analysis and delivery activities meet organizational standards and best practices.
The Manager provides expert advice and decision support to IDS and BCER leadership regarding system development investments, delivery approaches, operational priorities, and portfolio trade-offs. This includes assessing risks, impacts, and capacity constraints; identifying interdependencies; and recommending mitigation strategies and improvement opportunities that directly inform executive decisions.

Plan, coordinate, and monitor the delivery and operation of enterprise information systems in alignment with established priorities, standards, and roadmaps.
Manage the delivery of concurrent IS initiatives and projects by monitoring progress, risks, operational impacts, and competing priorities, identifying emerging issues and recommending adjustments to resourcing and delivery as necessary.
Translate strategic direction into action by developing delivery plans, sequencing work, and coordinating resources to achieve approved system and project outcomes.
Inform strategic decision-making by analyzing system options, delivery approaches, risks, and impacts, and presenting clear recommendations to inform Director level investment and prioritization decisions.
Lead the assessment of business needs and change requests, working with Senior Business Analysts to ensure they reviewed, prioritized, and actioned in alignment with the BCER’s strategic objectives.
Lead a team of Business Analysts by setting expectations, reviewing outputs, prioritizing work, and ensuring business analysis and project management activities support effective system design, delivery, and decision-making.
Resolve complex delivery, design, and operational issues, while escalating matters with broader financial, policy, or enterprise impact as appropriate.
Identify, assess, and manage system related risks and dependencies by proactively monitoring impacts, and recommending, developing, and implementing mitigation strategies.
Manage vendor and contractor performance by overseeing service delivery, resolving and/or escalating issues, and contributing to contract planning, renewals, and performance evaluations.
Provide timely, accurate updates and report out on delivery progress, risks, and improvement opportunities to the IDS leadership.
Lead IS staff by assigning work, supporting performance management, and fostering a culture of accountability, collaboration, and continuous improvement.
Collaborate across Digital Innovation to ensure integrated delivery, and alignment across digital, data, and information system initiatives.
Education: A degree from a recognized post secondary institution in Information Systems, Computer Science, Business Administration, or a related field, and five or more years of directly related experience; or
A technical diploma in a related discipline with six or
