About the Fraser River Tunnel Project:

The new Fraser River Tunnel will replace the aging George Massey Tunnel with a toll-free, eight-lane immersed tube tunnel, which will have three vehicle lanes and a dedicated transit lane in each direction, and a separated active transportation corridor for cyclists and pedestrians. The project includes replacing the Deas Slough Bridge and decommissioning of the existing tunnel once the new immersed tube tunnel is in operation.

The project is being delivered as a Progressive Design-Build with Target Price and is currently in the development phase to finalize the design and target price with the Contractor. Position Overview:

We are currently seeking a highly skilled and motivated Construction Program Director to provide strategic direction for the Construction Management Program of the $4.15 billion Fraser River Tunnel Project. This project is a once in a generation opportunity to deliver the region's first immersed tunnel in over 65 years.

The Construction Program Director will be responsible for leadership and oversight of the constructability aspects of each phase of work and each interrelated stream of project support. This role ensures the effective operationalization of project team construction responsibilities, aligning with contractual obligations and organizational goals while ensuring a deliberate and successful owner interface with the Contractors.

Additionally, the Director will oversee all construction-related activities, including those directly tied to the main contract including constructability review, planning and scheduling activities, and external or province-specific contracts.

The position demands strong leadership capabilities, strategic thinking, and a collaborative approach to managing relationships with the Contractors, stakeholders, and consultants, all while driving the successful delivery of the project.

Key Accountabilities:

  • Provides strategic direction on the project's construction management program and leads, directs, and oversees the operationalization of project team obligations under the main contract.
  • Provides leadership for all construction activities during the development, construction, and close out phases of the project.
  • Leads constructability oversight for the project team with a focus on minimizing risk of scope, schedule, budget and safety impacts by proactively employing mitigation strategies using a collaborative approach between the support team functions.
  • Partners with the commercial and contracts team to provide constructability expertise in the development of contract documents, bid evaluation, pre-job meetings, contract administration, coordination with third parties, and close-out.
  • Supports senior project leadership in developing and managing critical relationships with key stakeholders, contractors, and consultants, managing expectations, and overseeing action taken as it relates to project construction.
  • Ensures the owner's obligations are met in the delivery of all construction activities related to the project, including construction works that may be required outside of the main contract and other works directly contracted by the Province.
  • Identifies, assesses and problem solves construction related issues, including safety and quality, and works closely with senior project leadership to ensure decisions and priorities are best for project.
  • Accountable for meeting the owner's obligation in the execution of site-based investigation works, including health and safety, third-party utility, and quality matters.
  • Oversees the development and maintenance of collaborative relationships within the project team and with the Design-Builder to identify and manage opportunities and risks.
  • During the development phase, leads the collaboration with the Contractor to develop construction planning and scheduling activities including constructability reviews, assessment of means and methods, and productivity.
  • Works with the project's technical and commercial teams to manage oversight of the contractor's target cost development and ensures the teams have a collaborative interface.
  • Leads the construction interface between the contractor, third parties, and key stakeholders to ensure complex construction activities are effectively communicated and managed.
  • Manages consultants through contract development, evaluation, and performance of the work, including assignment of work, performance management, and integration on the project team.
  • Leads and manages the construction team in the documentation and reporting of construction activities to proactively manage project risks and claims, and to support project close-out.
  • Leads construction-related meetings and workshops and reviews of construction related submittals.
  • Leads, coaches, and mentors staff and manages recruitment, assignment of work, development and evaluation of performance expectations, career guidance, approvals of leave, and performance management.
  • Manages the application of the project labour agreement.

Qualifications:

  • Degree in Civil or Mechanical Engineering and significant experience in the management of construction and delivery of complex infrastructure projects in an urban environment, or equivalent experience and education.
  • Extensive senior level experience in the planning, management and execution of heavy civil construction projects, demonstrating a progressive increase in accountabilities, with preference for experience gained within a large heavy civil contractor organization.
  • Onsite construction management experience during delivery of a complex civil infrastructure project, with responsibility for administration of the construction contract and proactively managing project opportunities and risks.
  • Experience in constructability reviews and assessment of means and methods, and productivity including planning and scheduling of construction work.
  • Demonstrated ability to develop, foster and effectively manage collaborative relationships internally and externally.
  • Excellent verbal and written communication skills and demonstrated ability to present complex construction topics to diverse audiences.
