The City is now seeking its next Chief Administrative Officer (CAO), a visionary and strategic leader who will work closely with the Mayor and Common Council to shape the future of this dynamic city. Key Responsibilities Reporting to the Mayor and Common Council, the Chief Administrative Officer (CAO) is responsible for providing strategic leadership and oversight of all municipal operations, services, and projects. The CAO advises the Mayor and Council on policy development, strategic planning, and operational matters, while leading the City’s executive and senior leadership teams to foster a culture of service excellence, innovation, and accountability. With a deep commitment to public service and transparency, the CAO also ensures fiscal responsibility of the municipality and accountability to taxpayers through effective budget preparation, financial monitoring, and cost-effective operations. The CAO champions community and economic development initiatives that support sustainable growth and represents the City in regional and provincial forums, building partnerships and advocating for Saint John’s interests. Additionally, the CAO promotes transparency, inclusivity, and responsiveness in municipal governance and service delivery, while developing and implementing strategic and operational plans aligned with Council’s priorities. The role also includes oversight of over 570 city staff, ensuring compliance with legislation and municipal by-laws, leading organizational change, and serving as the public face of the City’s administration to foster trust and engagement with residents and key municipal partners. Ideal Candidate Profile As an ideal candidate, you are a visionary and strategic leader with a proven track record of success in senior executive roles within complex, multi-partner environments. You bring expertise in public administration, municipal governance, or economic and community development, and have demonstrated success in overseeing high-performing teams, managing significant budgets, and delivering services within publicly accountable organizations. You approach challenges with clarity and confidence and bring sound judgment in evaluating policies and legislation that impact municipal operations. Known for your collaborative approach, you build consensus and foster effective working relationships across the organization, with union bargaining agents, and with external partners. Principales responsabilités À titre de DG relevant de la mairesse et du conseil municipal, vous devrez assurer la direction stratégique et la supervision de l’ensemble des opérations, des services et des projets municipaux. Vous devrez conseiller la mairesse et le conseil sur l’élaboration de politiques, sur la planification stratégique et sur les affaires opérationnelles ainsi que piloter les équipes de direction et les cadres supérieurs de la Ville de manière à favoriser une culture axée sur l’excellence du service, sur l’innovation et sur la reddition de comptes. Vous avez un engagement profond envers le service public et la transparence, lequel se manifestera dans la responsabilité financière de la municipalité et dans la responsabilité envers les contribuables par le biais de processus budgétaires efficaces, de contrôles financiers et d’opérations au meilleur coût. À titre de DG, vous ferez la promotion d’initiatives communautaires et économiques favorisant une croissance durable et représenterez la Ville dans les forums régionaux et provinciaux, où vous établirez des partenariats et défendrez les intérêts de Saint John. Vous devrez également encourager la transparence, l’inclusion et la réactivité dans la gouvernance municipale et la prestation de services ainsi qu’élaborer et mettre en œuvre des plans stratégiques et opérationnels conformes aux priorités du conseil. Vous devrez en outre superviser plus de 570 employés municipaux permanents, veiller au respect des lois et des arrêtés municipaux, diriger les changements organisationnels et représenter l’administration municipale auprès du public de façon à renforcer la confiance et la concertation avec les résidents et les principaux partenaires municipaux. Vous apportez votre expertise en administration publique, en gouvernance municipale ou en développement économique et communautaire. Vous avez aussi démontré votre capacité à superviser des équipes hautement performantes, à gérer des budgets substantiels et à fournir des services au sein d’organisations devant rendre des comptes au public. Vous abordez les défis avec clarté et confiance et faites preuve d’un jugement sûr dans l’évaluation des politiques et des lois qui ont une incidence sur les affaires municipales. Vous avez la réputation de savoir travailler en équipe, trouver des consensus et instaurer des relations de travail efficaces au sein d’une organisation ainsi qu’avec des négociateurs syndicaux et des partenaires externes.
