Program Director - Africa TFO Canada is looking for a full time Program Director – Africa. The position will be based in the Ottawa-Gatineau region. As a member of TFO Canada’s Senior Leadership Team, the successful candidate will be responsible for program planning, implementation through a Program Team. The Program Director is also responsible for ongoing communications with donors, including results-based reporting, of TFO Canada’s programs, as well as identifying other project opportunities in Africa. The Program Director works with other members of the team in the management of strategic partnerships and business development activities, which includes the preparation of new program proposals. The Program Director is also a signing officer of the organization. In overseeing program development and implementation, specific responsibilities of the Program Director will include: Leadership Leading all program activities within the region. In collaboration with other members of the Senior Leadership Team, leading in the implementation of TFO Canada’s Strategic and Annual Work Plans. Planning and Design Setting program strategic directions in collaboration with the Executive Director. Conducting program planning and needs assessment missions in selected partner countries. Developing Results Based Management and performance measurement frameworks to support project implementation. Developing project budgets and monitoring of these budgets during program implementation. Employee and Program supervision Managing the program team staff including HR and individual performance objectives. Performing annual performance reviews of project management staff (direct reports) and is responsible for hiring and terminating employees/TFO Canada Associates within the region. Supervising project implementation by TFO Canada Project Management team of individual projects including, as required, conduct of monitoring missions. External representation Leading donor relationships within the region. This includes liaising and communicating with Donors, project partners and other implementing organizations responsible for funding TFO Canada’s programs. Developing and maintaining senior level contacts with Foreign Embassies, High Commissions and Consulates, based in Canada, from the countries where TFO Canada works. Developing and maintaining senior level contacts with Canadian Missions in the region. Speaking at public events about TFO Canada’s work as well as Trade and Development issues. Administration and Monitoring & Evaluation Ensuring that appropriate project records are maintained to provide a sound basis for project tracking, reporting and follow up, or review of program activities and results, including external program audits. Preparing and compiling periodic project or program results-based reports for donor(s) with the contribution and inputs from other contributing staff. Working with TFO Canada’s Board Committee(s) and liaises with the Chair of the Committee(s). Business Development Seeking new partnerships with multi-lateral and other institutional donors, in alignment with TFO Canada’s strategic directions. Supporting the Director, Business Development and Partnerships by responding to project opportunities and developing proposals. Qualifications Required: Eligible for employment in Canada. Proven capability in project and program management including planning, execution, supervision, and reporting. Minimum of 10 years of combined experience in project management within an international development organization and/or an international trade promotion organization (export marketing, import / sourcing, business development support services for exporters). Knowledge of Global Affairs Canada including its development programming principles and results-based management approaches and tools, as well as issues related to cross-cutting issues such as gender and environment. Previous experience in donor relations including reporting to donors. Previous experience in relationship management with country partner organizations. Organizational management experience including employee supervision. Demonstrated knowledge of budgeting and project costing. Excellent oral, presentation and written communication skills including report-writing in English. Fluency (oral and written communications) in English and French. Relevant university degree, preferably at the master’s level. Knowledge of international trade and marketing. Desirable: Experience in trade development programming. Private sector experience in export marketing/management. Business development and proposal-writing experience. CITP designation. Working knowledge of Spanish (reading, writing and oral). Employment Duration This is a 4-year term position. Compensation TFO Canada offers a competitive salary and benefits package commensurate with experience and the norms of the international development NGO sector. As such the salary range is $105,600.00 - $135,000.00. Directors are also eligible for an annual management incentive to be assessed and is at the discretion of its Board of Directors. Work Location Work at TFO Canada includes a hybrid work model, therefore, this role will be a combination of virtual and on-site work. Our office is located in downtown Ottawa. The successful candidate will need to live within the greater Ottawa-Gatineau area in Canada and to be a permanent resident or citizen of Canada.
