Duties

The successful candidate will work in various office settings (Happy Valley-Goose Bay, and other locations when required) as well as on the land, outdoors in the national park reserve. Duties will include:
Foster relationships with Innu Nation, Nunatsiavut Government and NunatuKavut Community Council;
Lead a team of Community Liaison positions to develop capacity and support within the three gateway communities surrounding the National Park Reserve: Sheshatshiu, Rigolet and Cartwright;
Lead, plan, and develop the National Park Reserves Visitor Experience Strategy in partnership with cooperative management partners and local communities;
Provide planning advice to the Park Superintendent as it relates to visitor experience and community engagement;
Help to guide the National Park Reserve toward operations with advice from three advisory boards and three partners;
Research and evaluate new and existing visitor experience and community outreach opportunities presentations, activities, recreational, special events, interpretive products, trails, visitor accommodations, facilities and services);
Organize meetings and presentations to collaborate and engage with staff, partners and stakeholders;
Collaborate with colleagues and partners, often via e-mail, video conference and phone when in-person meetings are not logistically possible.

Work environment

Parks Canada is seeking a Visitor Experience Manager to lead the visitor experience and community engagement program for Akami-Uapishkᵁ KakKasuak-Mealy Mountains National Park Reserve. In the spirit of the Agreements to establish Akami-Uapishkᵁ KakKasuak-Mealy Mountains National Park Reserve, Parks Canada and cooperative management partners will collaborate to develop a work plan which reflects partner & community priorities and Parks Canadas mandate.

Creating a new national park is a bold and exciting undertaking (currently there are only 47 across Canada), ideal for creative thinkers and talented multi-taskers and those who enjoy a fast-paced environment. There will be no typical day: at times you may be working with gateway communities to support developing tourism capacity. Other days you will be meeting with cooperative management partners on the land to move visitor experience planning forward. At times you will be working with the management team to provide strategic advice to bring the park toward full operations.

Intent of the process

The results from this competition may be used to staff similar positions in the future on an indeterminate, term, seasonal or acting assignment basis.

Education:

An acceptable combination of education, training, and experience such as traditional knowledge acquired from time spent on the land, immersion in Labrador Indigenous cultures, and/or the teachings of elders; and/or graduation from post-secondary studies in marketing, tourism, recreation, environmental studies, leisure or museum studies, or other discipline relevant to the position.

Experience:

Recent* experience in the planning, management and evaluation of visitor experience opportunities in a tourism context;

Experience in working with Indigenous partners in a cooperative management context, including developing relationships and agreements, and in decision-making.

Experience providing strategic advice to senior managers and/or partner organizations;

Experience managing and developing staff, managing budgets and strategic work planning.

*Recent is defined as within the last 5 years.

Knowledge:
Knowledge of current trends in the tourism industry, as well as the opportunities and challenges they represent, and including opportunities in the Northern context.
Knowledge of the relevant Indigenous land claims, principles respecting the Government of Canadas relationship with Indigenous peoples, cooperative management principles and practices in Akami-Uapishkᵁ-KakKasuak-Mealy Mountains National Park Reserve.

Abilities:
Ability to lead the planning, development and delivery of market focused visitor experience activities, programs and services consistent with national standards, local realities and evolving visitor demand;
Ability to manage financial resources;
Ability to communicate effectively orally and in writing to different audiences, analyze complex issues and provide timely and strategic advice to senior managers and cooperative management partners;
Ability to collaborate and problem solve to achieve a conflict resolution.
Ability to manage human resources including supervising and engaging team members, both in person and virtually and mobilizing employees in a time of change;
Ability to lead and work effectively within multidisciplinary and cross-cultural settings involving a range of Indigenous groups, government, cooperative management bodies and other partners and stakeholders.

Operational Requirements:
Willingness to wear a Parks Canada uniform when required;
Willingness to work irregular hours, overtime, weekends and/or statutory holidays and provincial/territorial holidays, when required;

Willingness to work and/or travel in varied terrain, weather conditions, isolated locations and by various means of transportation;
Willingness to work from various locations;
Willingness to travel extensively, including overnight, off site and/or weekends.
Willingness to spend multiple days on the land
