In accordance with PSPCs hybrid work model, employees are required to work in the office of their positions geographic work location (Toronto or Kingston) 40% of each month approximately 2 days a week).

This inventory will be used to staff various PG-04 positions within PSPC located in Toronto and Kingston.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:
Secondary school diploma or an acceptable combination of education, training or experience relevant to the position.

Experience:

Recent and significant* experience managing at least five of the following procurement activities for complex** procurements:
· Working directly with multiple stakeholders in the refinement of goods, services and/or construction requirements;
· Developing procurement strategies or plans;
· Preparing or reviewing Statement of Work;
· Preparing solicitation documents including Basis of Payment and Evaluation Criteria;
· Leading and/or participating in bid evaluations;
· Negotiating with suppliers;
· Issuing or awarding contracts, standings offers and/or supply arrangements;
· Managing contracts, standing offers or supply arrangements.

Recent and significant* experience in researching and/or analyzing information and providing procurement advice direction, recommendations or guidance) to clients or management in support of complex** procurement files for goods, services or construction.

Recent and significant* experience in managing multiple complex** procurement files, projects or programs simultaneously.

*Recent and significant experience is defined as having performed the duties on a full-time basis for a minimum cumulative period of two years within the last five years.

**Complex is defined as including at least two of the following attributes: multi-year, multi-client, sensitive, multiple phases, multiple reporting requirements, valued at $, CAD or more, or includes negotiations with industry.

Education:

Degree from a recognized institution in a field related to the position.

Certification from the federal government procurement and materiel management community or an acceptable equivalent from a recognized certification organization.

Experience:

Experience in procurement in one or more of the following commodities: Software, Science, Information Technology (IT), Construction, Architectural or Engineering Services, or Professional Services.

Experience in procurement in one or more of the following: Indigenous, Social/Supplier Diversity, Green and Accessibility procurement.

Experience in public procurement.

Experience with using SAP (Systems, Applications & Products).

Experience mentoring and/or providing guidance to junior procurement team members.

Operational Requirements:
Be willing and able to travel when required.
May be required to work overtime.

FREQUENTLY ASKED QUESTIONS

1. How will you communicate with me?
We will contact you by email or through your GC Jobs account. Please ensure that your email is valid and accepts messages from unknown users. 2. How does an inventory work?
An inventory is a selection process that can be used by various hiring managers to meet their current and future needs. As a result, you will apply only once to be considered for multiple job opportunities at the AS-04 and AS-05 level or equivalent.

3. When I submitted my application, why did I receive a Screened out message?
In this case, you probably answered "no" to the screening question asking you to confirm that you possess the minimum educational requirement or one of the essential experiences. It is possible that you answered "no" to one of these questions BY MISTAKE. If this is the case, simply retrieve your application and change your answer.

4. What does "Registered in the Inventory" mean?
When your application has been successfully submitted, the system automatically generates a status confirming your inclusion in the inventory. This means that you are now part of the list of candidates who could be randomly selected, depending on the needs of the positions to be filled. If your application is selected, you will be notified.

5. What happens if my application expires?
You must reconfirm your interest in remaining in the inventory every 90 days. Twelve days prior to expiry, a notice will be posted to the "My Jobs" menu in your GC Jobs account. If you disregard this notice, your application will be automatically deactivated from the inventory and you will no longer be considered. If this situation occurs, you have the option to reactivate your application by selecting the "Renew my application" link. This option is only valid for the duration of the inventory, before the closing date indicated in the advertisement.

6. My personal information has changed, what should I do?
Simply update them in the "Personal Information" section, in the "My Job File" menu of your GC Jobs account. This will allow us to have your current contact information and ensure adequate follow-up in the event that your application is considered as part of a process issued from this inventory.
