About Our Opportunity

We are seeking a dynamic, inclusive and proactive Policy Manager to lead our departmental policy unit. As a pivotal leader of our policy team, you will drive the development, analysis, and implementation of policies that shape our organization’s strategic direction. This includes leading the team completing analysis that contributes to proactive regulatory modernization that supports municipal capacity. Ideal candidates are solution-oriented individuals with a passion for driving impactful change through inclusive and effective policy and process management.

Primary Accountabilities

Leadership and Strategic Guidance: Lead a team of policy analysts to provide senior management with informed policy options and evidence-based recommendations. Foster a culture of inclusive excellence in policy development and ensure alignment with departmental goals and objectives. Policy Development and Implementation: Drive the formulation and execution of policies and processes across a diverse range of departmental issues. Utilize robust research, stakeholder engagement, and analytical insights to craft compelling policy recommendations that drive operational efficiency and effectiveness for our department and stakeholders. Stakeholder Engagement and Strategic Planning: Collaborate with internal and external stakeholders to address key challenges and opportunities. Monitor emerging trends and best practices to inform strategic decision-making and ensure alignment with legislative and regulatory requirements. Performance Monitoring and Reporting: Oversee the development of strategic business plans and accountability frameworks. Monitor performance metrics and outcomes to ensure transparency and accountability in achieving departmental priorities. Project Leadership and Advocacy: Provide leadership on designated policy projects and initiatives. Represent the department at various governmental forums and contribute to policy discussions at federal, provincial, and territorial levels. Innovation and Problem-Solving: Champion innovative approaches to policy development and problem-solving. Encourage creativity and constructive thinking among team members to tackle complex policy issues effectively. Submissions to Executive Council: Lead the preparation and submission of proposals to Executive Council and/or its committees.

Qualifications and Experience

As the successful candidate, you demonstrate:

A relevant post-secondary degree and several years of experience in policy, such as analysis and development; performance monitoring and reporting; stakeholder engagement and consultation. Relevant training and experience leading teams, including responsibility for recruitment, resource and personnel management, project and financial management, Proven experience in policy analysis, development, and implementation within a governmental or related environment. Strong leadership skills with a track record of managing high-performing teams. Exceptional strategic thinking abilities, with a keen understanding of legislative and regulatory frameworks. Deep knowledge of the legislative and regulatory processes and authorities, and experience in supporting subject matter experts and your department leadership in navigating the pathways to regulatory and legislative change. Excellent communication and interpersonal skills, with the ability to engage effectively with stakeholders at all levels. You are adept at synthesizing and distilling complex information and presenting in simple terms that are tailored to the needs of the audience, which may include the Minister of Municipal Affairs and Housing, the Premier of Nova Scotia, colleagues from other departments, specialists, Municipal leaders and administrators, members of disenfranchised groups or communities, and any Nova Scotian.

Desirable assets include:

Advanced degree in Public Policy, Political Science, Law, or a related field Advanced training and experience in business process improvement Advanced training and experience in supporting Equity, Diversity, Inclusion and Accessibility in your workplace and community.
