We are seeking a Quality Manager who will be instrumental in ensuring the highest standards of quality and compliance within our organization and its quality management framework, system, and programs.

The Quality Manager works to ensure our adherence with accreditation requirements, and by extension, with Ontario's Forensic Laboratory Act.

About Us:


The Centre of Forensic Sciences prepares legally admissible evidence for law enforcement officers, attorneys, coroners, etc., by scientific examination of physical objects and materials in the areas of Biology/DNA, Toxicology, Firearms Analysis, Chemistry, and Questioned Documents.

The Centre also provides opinion evidence on analytical findings and expert witness testimony.

Further mandates of the centre include research and development to advance the field of forensic science and providing training to our clients and stakeholders.

Deliver on Business Goals and Priorities

Your leadership will be crucial in guiding the team towards the achievement of it's business goals.

It will be your responsibility to inspire and motivate your team to deliver their best performance and align the team's daily actions with the strategic vision of the ministry.

You will contribute to the achievement of team goals by:

  • Spearheading the development, implementation, maintenance, and improvement of the centre's quality management framework, system, and programs.
  • Supervising adherence to the centre's management system, accreditation standards, and legislation, while guiding and directing staff.
  • Ensuring compliance with quality assurance policies, standards, practices and procedures across all laboratory sites
  • Developing and implementing the centre's health and safety program, ensuring alignment with Ministry and legislative requirements.
  • Providing strategic direction and advice in the investigation and analysis of complex non-conformance incidents identified through quality assurance audits, and implementing corrective and preventive actions
  • Overseeing the annual proficiency testing program of the centre to evaluate the scientific and technical staff's capabilities and the reliability of analytical testing conducted in the laboratory.

  • You have experience managing and leading teams to meet organizational vision and objectives
  • You can coach and develop team members to unlock their full potential, drive individual and collective growth
  • You can ensure and monitor compliance with legislative statutes, collective agreements, government and ministry policies, directives, guidelines and commitments related services.
  • You have sound judgement and political acuity skills to provide authoritative advice and guidance to senior management.
  • You can manage human resources, financial resources and reporting, including the development of multi-year budget and resource plans, design and risk assessment to ensure policies adhere with Ministry strategic objectives.
Technical Expertise:

  • You have knowledge of scientific theories, principles, and practices with a focus on medicine and/or forensic science
  • You know relevant legislation and regulations related to forensic pathology and relevant accreditations requirements (e.g., Ontario Forensic Laboratories Act and ISO 17025 accreditation requirements).
  • You have knowledge of laboratory practices including federal and provincial health and safety legislative requirements to plan and manage the health and safety programs.
Program Management Skills:

  • You can oversee the development, maintenance and delivery of the quality management framework and systems for laboratories, ensuring standards, controls, and compliance for continuous improvement of the laboratory's work and compliance.
  • You have experience monitoring and assessing strategic and operational plans and objectives for the quality management and forensic services operations program;
  • You can monitor productivity and performance, identify areas for improvement and implement changes to ensure that objectives are met.
  • You have prior experience advising, guiding and directing laboratory managers on all quality management activities and procedures, including technical methods, IT systems, methods validation, equipment calibration, maintenance, accreditation and non-compliance.
Communication and Relationship Management Skills:

  • You have demonstrated experience preparing, participating in and managing the preparation of briefing materials, issues papers and presentations related to quality compliance matters.
  • You have experience providing strategic advice to senior management and stakeholders on emerging trends and issues impacting program deliverables.
  • You excel in presenting complex or technical data and information in a comprehensible and persuasive manner.
  • You have experience building relationships with key stakeholders and ministry partners to gather input, build consensus, and deliver on priorities.
