If so, we invite you to join our dynamic team at the Enterprise Digital & Technology Strategy Team as a Senior IT Architect and help shape the Target State Architecture for technology and data to enable simpler, better, faster government services for the people of Ontario.


We are looking for two senior-level I&IT Enterprise Architecture experts with broad and deep knowledge and experience in application, technology and data architecture domains, who can develop and implement technology strategies and target state architectures for complex, large-scale solutions that enable digital public services.


In this role, you will influence the planning, delivery and integration of cutting-edge technological solutions, such as artificial intelligence, across the Ontario Government's technology and data platforms.

You will contribute in the development and implementation of the enterprise-level target state architecture for technology and data, which will codify the core technologies to enable transformation priorities and guide investment planning and architecture governance decisions.

You will work closely with ministry and IT teams to lead the architecture review processes for complex and high-profile initiatives to ensure compliance with existing standards and alignment with target state architectures.

You will also have the opportunity to shape the future of the OPS Enterprise Architecture program through leading, educating and participating in the corporate architecture domain working groups and contributing to the continuous improvement of EA processes and practices.

Finally, you will help to establish the IT standards required to drive the implementation and realization of the target state architecture.

This position is located at 222 Jarvis St., Toronto, however alternate work arrangements may be available.

What can I expect to do in this role?As a Senior I&IT Architect, you will:

  • Provide expertise and leadership in information technology (IT) architecture with focus in technology/application/data architectures and technology strategy in a large enterprise setting.
  • Provide leadership and support on the development and maintenance of the Target State Architecture including its implementation.
  • Contribute to and manage the planning, design, delivery and implementation of architecture solutions related to large scale, complex, multi-year I&IT projects required to meet the critical business requirements of our ministry client(s).
  • Contribute to the definition, evaluation and provide leadership in the development of architecture policies, standards, guidelines and best practices affecting multi-ministry/cluster initiatives.
  • Lead and undertake comprehensive architectural reviews / assessments in support of the development of ministry or enterprise-wide architectures, reference architectures, and/or IT solutions development projects.
  • Lead the development and maintenance of architecture governance processes and procedures.
  • Lead the established corporate architecture governance processes to ensure IT projects conform to OPS IT directives, policies, standards, and guidelines.
  • Support the IT projects in the re-use & adoption of the Target State Architecture and adoption of enterprise solutions throughout the Ontario Public Service (OPS).
  • Develop and maintain relationships with I&IT managers, OPS enterprise architects and project stakeholders; and provide architectural leadership, guidance, and training to project teams and consultants.
How do I qualify?Technical Knowledge

  • You have expertise in I&IT enterprise architecture with superior knowledge primarily in technology, application and data architecture domains as well as in developing technology strategies, roadmaps and target state architectures (e.g. enterprise mindset).
  • You have knowledge of current industry standards (e.g. artificial intelligence, cloud computing, microservices architecture, cybersecurity, emerging technology standards) to provide advice, including systems analysis, performance & capacity management, development, testing and implementation methods, change management tools and techniques.
  • You have knowledge of privacy and security concepts to provide practical expertise to meet complex and diverse needs.
  • You have experience with IT strategies, policies, plans, current and emerging enterprise architecture principles, methodologies, mechanisms and techniques and their application to the enterprise (e.g. enterprise mindset).
  • You have a deep understanding of governance processes and best practices in governing architecture of technology projects.
  • You have a strong understanding of risk management and how enterprise architecture processes and best practices can be used to manage risk.
  • You have the ability to apply industry best practices and standards in architecture, software and systems engineering, design and development tools and techniques, and software lifecycle methodologies.
  • You have knowledge of project management and service management practices.
Leadership Skills

  • You are able to present IT strategies and solutions to senior management, advise regarding approaches to contentious systems architecture issues, deliver presentations to a wide range of audiences, and lead planning sessions with corporate IT groups and stakeholders.
  • You are able to show strong leadership and advocate for best practices in business, security and privacy strategy and implementation regarding approaches to contentious systems architecture and security issues.
  • You have the ability to establish strong productive relationships with stakeholder and key contacts.
  • You have experience building and leading teams, with the ability to effectively delegate tasks and assignments.
  • You have the ability to communicate technical concepts to stakeholders from different business areas, and to inform and advise on potential issues.
  • You are able to provide guidance and training to project teams and consultants retained for architecture project activities, as well as provide technical guidance to unit systems staff.
  • You are able to establish effective working relationships, obtain buy-in for systems development, and promote systems to senior management and stakeholders.

  • You can develop architectural solutions to meet complex, multi-year plans, spanning multiple internal/external stakeholders and broadly defined business objectives.

  • You can provide advice and recommendations to stakeholders, management, and staff regarding most effective design, architecture, and system implementation strategies.
  • You have expertise or experience in managing client workshops, collecting requirements, validating requirements.

  • You can present IT strategies and solutions to senior management and stakeholders.
  • You can provide advice regarding approaches to contentious design architecture and implementation issues.
  • You can deliver presentations to clients, partners and stakeholders and interview highly skilled IT professionals.
  • You can lead planning sessions with corporate IT groups and stakeholders.
