We are looking for a Technical Architect well versed in Microsoft Dynamics and the Power Platform to design and implement NRC's Enterprise Client Relationship Management (CRM) solution. The successful candidate would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

The successful candidate would bring an enthusiasm for building solutions that are forward thinking with considerations for re-use, maintainability and extensibility; someone to provide expert advice, research, analysis, development and design of applications and related strategies. This includes client-facing portals and DevOps processes, plus key activities:


• Provides specialized technical advice, support and guidance to foster an understanding of the planning, design, development, testing, implementation, integration and maintenance of IT applications, workflows, services and standards to clients, management, technical staff and program specialists.


• Develops and supports work processes and standards used for enterprise architecture and services; prepares technical reports for the development of research papers, IT strategies and plans, to advance the departmental/agency enterprise architecture and services.

• Advises program, administrative and technical staff, and management on enterprise architecture policies, procedures and standards, and promotes compliance by interpreting and disseminating government policies, standards and guidelines.

• Investigates new technology, conducts research, feasibility studies and prototype development related to Dynamics 365 and Power Platform, including modules such as Commerce and Sales, to facilitate the innovation, advancement and rewenal of development, testing, maintenance and release management best practices and processes.

• Consults and negotiates with managers, program, administrative and technical staff, and suppliers to obtain agreement on requirements for services and to resolve complex technical issues.

• Leads or participates in project teams and working groups composed of technical staff to facilitate the

development, testing, implementation, maintenance and resolution of issues related to departmental/agency Enterprise Architecture and related IT services.

Education

Bachelor degree in Computer Science from a recognized University.

A Technical College diploma in Computer Science or related field or an equivalent combination of education and direct experience may be considered.

Experience


• Experience architecting Microsoft Power Platform/Dynamics 365 systems, including Power Pages and Power Automate, based on business requirements delivered by the product owner(s).

• Experience developing in Microsoft Power Platform/Dynamics 365, including configuring entities, forms, views, and security permissions based on business requirements and creating workflows, business processes and rules, as well as custom form scripts that leverage the client-side JavaScript libraries.

• Experience extending Dynamics 365 with server-side plug-ins, workflows and processes using the Dynamics SDK and .NET.

• Experience managing, building and releasing D365 solutions, Power Pages and Power Automate flows, including maintaining multiple release versions, and using git and CI/CD pipelines as part of an agile development team leveraging Azure DevOps.


• Experience working with other Microsoft Azure and Power Platform Apps and Services would be considered an asset.

Technical Competencies


• Solid knowledge of software development methodologies, such as Agile, Scrum and/or LEAN.

• Solid knowledge of out-of-the-box Microsoft Dynamics Commerce entities and common third-party utilities and add-ons.

• Solid ability to develop in C#/.NET using object oriented best practices, including source integration with git following industry branching standards.

• Basic ability to develop Power Pages compliant with Government of Canada Web Standards, i.e. WET and theme.

• Solid ability to Architect Dynamics solutions which integrate with other systems through the dataverse, plugins, extensions or the web API, such as Power Pages, Power Automate, SharePoint, Office 365, Azure resources or services as well as external APIs and datasources.

• Advanced ability to research and analysis to recommend solutions.

• Strong presentation, communication, leadership and client development skills to effectively present Enterprise Architecture solutions to products owners, clients and IT staff.

• Strong organizational and multi-tasking skills, attention to quality, and a strong desire to succeed and advance the department's applications, services and standards.

Compensation

From $89,548 to $112,660 per annum.

An incumbent occupying a position within the CS Group is currently entitled to receive a terminable allowance of $212 per month.
