Job Summary

Reporting to the Manager, Utility & Right-of-Way (ROW), this position will be responsible for review of design packages for Capital, Development and third party projects for Operations department, assist with overseeing and processing of all types of Road permits, monitoring of City assets and construction activities within the public road allowance, providing professional customer services and addressing residents complaints. The incumbent will also provides leadership to ROW Technicians and seasonal staff including training, mentoring and coaching them and monitor their work progress.

Duties and Responsibilities

Oversee and assist with review and processing plans and applications, issue permits and collect fees related to all types of road permits including Road Occupancy, Road Closure, Excess Loads and Curb & Culvert Modification request from residents, businesses and developers within the City right-of-way including review of traffic management plan, pre and post inspections, compliance inspections and liaise with other department to address ROW infractions. Review plans and applications, attend meetings and coordinate departmental comments to ensure new development (i.e. Official Plan, Secondary Plan, Site Plan, Subdivision, etc), new design, infill housing, capital projects and proposed amendments to City Standards & Design Criteria conform to the requirements of the Operations Department. Retain, prepare and administer service contracts and studies (i.e. Tender, Request for Quotation and Request for Proposal). Review and comment on bids submitted and recommend contract award to the preferred bidder. Coordinate / oversee contract expiry dates and extend or re-tender accordingly. Monitor performance of consultants and contractors and approve progress payments. Authorize the release of security deposits. Liaise with all business units and departments as one window for Operations department as needed to complete the tasks assigned.Prepare and coordinate correspondence, council reports, briefing notes, presentation, contract drawings and statistics for the public, agencies and other departments related to Operations business activities. Assemble and extract statistics for various annual benchmarking and reports and assist the Manager with amending by-laws, fees and policies. Manage and implement data collection programs related to Operations assets and infrastructure inventory database. Coordinate efforts related to assumed and accepted subdivisions and ensuring new assets are captured in the inventory database for maintenance activities. Prepare winter maintenance and other types of maintenance maps while liaise with other Supervisors. Assist with the development of City standard drawings and policy, related to the right of way, streetscape and storm water elements. Lead and direct activities of staff including ROW Technicians, seasonal staff hired though coop, Career Edge and other programs including hiring, training, coaching, and monitoring their tasks, works progress and quality of deliverables. Assist the Manager with maintenance of a closed landfill, pavement laser condition assessment data analysis and pavement condition index calculation preparation and street light maintenance tasksOther duties as assigned.

Qualifications

Minimum of 2-3 year Community College Certificate/Diploma in Civil Engineering Technology Minimum of an OACETT designation of C.Tech, C.E.T., C.L.A. or equivalent Past experience in Pavement Condition Assessment data analysis and calculation of Pavement Condition Index or related knowledge is an assetGeneral knowledge of roads and parks design, maintenance and/or construction of municipal infrastructures, with a minimum of 5-7 years related experience Demonstrated project management experience; and additional experience related to the customer service delivery and administrative support fields. Proficiency with the following computer software programs: ESRI ArcMap (GIS), Auto Cad, Hanson, Microsoft Office (Excel, Word, Access, Outlook), various infrastructure management programs and desktop applications. Excellent communications, customer service and interpersonal skills. With ability to multi-task using strong organizational skills. Must be team oriented with strong critical thinking skills. The ability to learn new skills. Strong customer service, community liaison, etiquette and effective listening skills. Valid Ontario Class 'G' drivers license with satisfactory driver's abstract and a reliable vehicle available for corporate business
