Main Purpose & Function
Supports the Traffic and Data Management Branch (TDM) by maintaining/developing standards for data collection techniques and analysis methods and ensuring they are undertaken in accordance with engineering best practices under the guidance and direction of a Senior Engineer.

Supervises Engineering Assistants in the data collection and analysis area as well as overseeing the hiring and review process for the traffic assistants. Takes a leadership role in the evaluation of new data collection technologies, analysis techniques, and developing engineering designs for the installation of data collection systems. Oversees the cataloguing and storing of previous analysis and data collection and provides direction to engineering assistants. Works with other transportation branches to prioritise data collection needs, manages the operating/ capital budgets and develops the annual data collection program.

Reporting to the Senior Engineer (CEII); represents TDM when reviewing data collection and analysis needs for other transportation division branches; liaises with other branches to determine data collection and analysis needs as well as other internal and external partners and agencies to coordinate data sharing and collection (including ICBC, Ministry of Transportation and Infrastructure, Port Metro Vancouver, TransLink, among others).

Specific Duties & Responsibilities
35% Data collectionDesigns data collection studies to support needs of other transportation branchesCoordinates the transportation divisions data collection efforts and ensures management of data sets in accordance with best practicesOversees and makes design decisions related to the annual data collection program and manages the associated operating and capital budgets.
25% Research, Analysis and designDevelops expertise/knowledge of emerging policies, practices and technology related to data collection and summaryProvides guidance and makes decisions on city practices for data analysis for the transportation division branches and other departments within the City.Reviews methods for regularly reporting statistics and periodically updates under supervision of senior engineer and makes decisions/ recommendations on city practicesDevelops designs for the implementation of traffic counting and monitoring systems
20% Supervisory/LeadershipActs as TDM's representative for discussions on data collection and analysis needsSupervises the training and hiring of traffic assistantsSupervises work of engineering assistants, conducts performance reviews and provides quality control of manual counts and other traffic surveys
20% Communications/AdministrationPrepares and/or contributes to reports (memos, Council reports, etc.) and delivers formal presentationsSupports the Branch with the use of digital tools for multi-branch tasks. This includes taking meeting minutes (SharePoint/Office) and improving internal Sign Plan approval processes (Trello).Guide staff in responding to 311 cases pertaining to TDM topics.Preparation of communications materials (e.g. data visualizations)Reviews and comments on requests for data collection and analysisLiaises with internal and external partners and agencies to coordinate data sharing and approval of data use (including ICBC, Port Metro Vancouver and TransLink, among others)Supports and reviews release of traffic data and logging of information that has been released publicly and on Open Data platformOther duties/responsibilities as assigned
Qualifications
Education and Experience:Bachelor's Degree in Civil Engineering with a Professional Engineer designation and a minimum of 4 years of related transportation work experience or an equivalent combination of graduate-level education, training and work experience. Previous education or experience with data collection, data analysis, statistics and/or GIS systems will be considered assets. Registration or eligibility to register as an Engineer-In-Training (EIT) or Professional Engineer (PEng) in British Columbia.
Knowledge, Skills and Abilities:Working knowledge of transportation engineering principles and techniquesWorking knowledge of the City's transportation policiesAbility working with databases and analysis tools such as Excel and AccessAbility to work well in a dynamic team environment with little supervisionAbility to build and maintain effective relationships with co-workers, stakeholders and external transportation partnersStrong analytical skillsAbility to speak and present in public
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
