Main Purpose and Function
The City of Vancouver has a new position for a Sustainability Specialist (Policy Analyst) in the Planning, Urban Design and Sustainability department. Working within the Climate Adaptation & Equity branch of the Sustainability Group, this full-time position will support the advancement of the Climate Change Adaptation Strategy as well as advancing the City's Equity Framework through our climate work.

Specific Duties/Responsibilities
The Sustainability Specialist (Policy Analyst) will be responsible for performing research, project management and policy development work related to climate adaptation and equity. The work will help advance implementation of the Climate Change Adaptation Strategy and the City's Equity Framework and other related City strategies. Specific tasks will include:

Undertaking research activities, including identification of barriers, co-benefits, and analysis related to climate change adaptation action. The Sustainability Specialist will also manage projects to develop new plans, regulations, and projects that help the City achieve its climate change adaptation goals.Leading and supporting research and projects that plan for and implement equity.Report writing including assistance in the writing and preparation of Council Reports.Organizing and preparing supporting material for senior management and other city staff.Supporting, planning, and implementing public engagement and internal/ external stakeholder processes.Establishing and maintaining effective working relationships and liaising with internal and external partners/stakeholders to gather input on projects and/or build collaboration.Organizing and preparing communications materials for processes and events related to the Climate Change Adaptation Strategy.Preparing meeting agendas, PowerPoint presentations, note-taking, minutes, and related tasks.Represents the Sustainability Group on City, Park Board and external technical teams and committees.Graphic design and analysis using desktop publishing software (Adobe Creative Suite).Responding to enquiries from other departments, the public, and external stakeholders.Carrying out other project-specific tasks for the Sustainability Group on an as-needed basis.
Minimum Qualification Requirements
Education and Experience:A university degree in urban planning, environmental science, sustainability, engineering, or related fieldConsiderable sustainability-related professional experience or an equivalent combination of training and experience.
Knowledge, Skills and Abilities:Considerable knowledge of current best practices, issues, and challenges in the field of sustainability, climate change adaptation and equity is required.Good knowledge of the regional impacts of climate change and climate projections for the Vancouver area.Experience working on projects involving sustainability and/or climate change adaptation.Working knowledge of equity concepts and planning practices. Demonstrated research and analysis skills, and knowledge of research methodologies to develop projects and policies are required.Strong inter-personal skills and ability to maintain positive relationships with staff, stakeholders and partners.Strong project management skills and experience.Excellent verbal and written communication/ presentation skills, including the ability to translate complex concepts into easily readable formats.Demonstrated ability to plan and implement stakeholder engagement processes.Demonstrated ability to catalyze change within an organization while maintaining positive relationships.Able to meet deadlines while working with minimal supervision.Demonstrated graphics and computer skills in Microsoft Office, (Word, Excel, PowerPoint), AdobeCreative Suite (illustrator, InDesign, Photoshop), or other similar graphic software.
The following are considered assets:Strong knowledge of the City's Climate Change Adaptation Strategy, would be a strong asset.Knowledge of climate justice issues and experience applying an intersectional lens to climate work.Experience in planning and implementing decolonization tactics in service of reconciliation goals.Experience working with diverse stakeholders and interest groupsExperience working on projects within a municipality and with multiple city departments, a municipal partner, or within another government setting.Written and/or verbal language skills beyond English is considered an asset.
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
