Duties and Responsibilities


THE ORGANIZATIONAL SETTING The Air Navigation Bureau (ANB) is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly.

ANB provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization.

The Bureau is also responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), including its aviation system block upgrades as well as producing yearly safety and air navigation status reports.

The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO.

The Bureau also develops related procedures and guidance material.

The Bureau also manages the Universal Safety Oversight Audit Programme (USOAP) and Continuous Monitoring Approach that monitors all States on a continuous basis.

The incumbent reports to the Chief, Safety Management Section, with whom s/he consults on work-related issues and from whom s/he seeks advice and guidance on assignments.

The incumbent carries out duties and responsibilities to support the ongoing development and implementation of the safety performance management provisions and supporting strategies for the development of safety intelligence in ICAO Annex 19 – Safety Management, with a particular focus on the development of guidance material, tools and competency building initiatives, as are assigned to her/him by the Chief.

The incumbent will be expected to work as part of a team, support the work of expert groups, and coordinate with other sections within ANB and with the ICAO Regional Offices to achieve identified Safety Management deliverables in line with the guidance provided by the Chief.

MAJOR DUTIES AND RESPONSIBILITIES Function 1 (incl.

Expected results) Under the guidance and supervision of the Chief, Safety Management Section (C/SM), achieving the following results:

  • Plan and coordinate briefings, meetings, conferences, symposia, seminars and other events, related to the implementation and promotion of safety performance management and supporting strategies for the development of safety intelligence.
  • Draft working papers, reports, studies and other material related to safety performance management and supporting strategies for the development of safety intelligence for ICAO meetings;
  • The identification of tools and specifications based on ICAO guidance material and feedback received to support States in the implementation of safety performance management and supporting strategies for the development of safety intelligence;
  • The development of workshop and training material related to safety performance management and supporting strategies for the development of safety intelligence; and
  • Draft responses to queries from States and international organizations regarding ICAO provisions and initiatives related to safety performance management and supporting strategies for the development of safety intelligence. Function 2 (incl.
Expected results) Under the guidance of relevant Expert Group Secretaries, achieving the following results:

  • Support the ongoing work of expert groups addressing ICAO safety performance management provisions and supporting strategies for the development of safety intelligence, including, but not limited to the Safety Management Panel (SMP) and the Safety Information Protection Implementation Group (SIP IG);
  • Draft working papers, meeting reports, studies and other material related to safety performance management and supporting strategies for the development of safety intelligence for ICAO expert group meetings; and
  • Coordinate with relevant expert groups to identify, develop and review practical examples to support the implementation of ICAO Annex 19 safety performance management provisions and supporting strategies for the development of safety intelligence for States and service providers for sharing on the SMI website; Function 3 (incl. Expected results) Perform other related duties as assigned.
Qualifications/special skills

Education:
Essential:

  • A first level university degree in an aviation related technical field or equivalent qualifications.
  • Continuing education in the area of safety performance management, including safety data analysis, identification of safety performance indicators, setting appropriate safety performance targets, monitoring safety performance and the development of safety intelligence

Professional experience and knowledge:
Essential

  • A minimum of 10 years of experience working in an aviation-related environment in a technical aviation safety role.
  • A minimum of 5 years of experience at the international or regional level in the field of civil aviation working in a multicultural and multidisciplinary environment.
  • Experience in supporting aviation-related subject matter expert groups.
  • Experience in developing content for and delivering workshops and training courses.
  • Knowledge of ICAO safety management related Standards and Recommended Practices (SARPs) and associated guidance material.
  • Knowledge of ICAO functions, organization, and international activities.
  • Proficiency in techniques and tools related to the collection, analysis, sharing and exchange of safety data and safety information
  • Proficiency in MS Office applications (Word, Excel, PowerPoint and Power BI).
  • Familiarity with best practices for web usability and the design of practical tools. Desirable
  • Experience working at any of the service providers required to implement SMS in Annex 19: approved training organizations, aircraft operators, approved maintenance organizations, organizations responsible for the type design or manufacture of aircraft, engines or propellers, air traffic service providers or certified aerodromes;
  • Experience developing civil aviation legislation, regulations and policies related to the development of safety intelligence.
  • Experience in implementing safety management systems.
  • Knowledge of project management and experience in the use of project management tools, methods, processes and techniques.

  • Fluent reading, writing and speaking abilities in English. Desirable
  • A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).

Please note that the monthly rate for Band B varies from CAD $ 5,097 to $ 8,122.
