Reporting to the Manager of Customer Services & Technical Support, the Engineering Technologist Technician 1 will be part of a team responsible in providing technical services to customers in target sectors. One primary role is that of conducting technical reviews of Locate Requests submitted by the construction sector in the City of Toronto. In a Clearing Centre type set up, the ETT1 will assess the implications of proposed excavations on existing municipal infrastructure, and provide direction to stakeholders.

The ETT1 will also manage technical aspects of City programs geared towards the protection of potable water systems, optimization of water usage and reduction of sewer discharge.

Major Responsibilities:

  • Prepares and reviews documents such as reports, applications and estimates, coordinates requirements, reviews designs, specifications and other technical documentation.
  • Prepares/reviews procurement documents and administers contracts to ensure they are carried out in accordance with City and other relevant standards, bylaws, specifications and procedures.
  • Maintains, updates, retrieves/analyzes/summarizes or performs qualitative review of data from various data systems using various tools, technologies and equipment.
  • Performs or coordinates programming, operations and maintenance of a variety of mechanical, electrical and instrumentation equipment, programs/systems.
  • Performs and/or reviews research and calculations and analyzes technical data.
  • Conducts and or reviews surveys, investigations, tests and studies for a variety of proposals, programs, applications and projects pertaining to the City's facilities and infrastructure.
  • Conducts field investigations, assessments, and evaluations of asset conditions for a variety of proposals, programs, and projects pertaining to water, wastewater and stormwater infrastructure.
  • Searches, evaluates and analyzes existing records, notes and plans.
  • Performs, checks and/or interprets technical drawings and/or mapping data, reviews technical documents, identifies any issues, and makes comments and recommendations.
  • Assists with the preparation of budget and tracking of expenditures/revenues.
  • Instructs and provides ad hoc leadership to ETT2s/ ETT3s/ ETT4s/ trainees/ other staff/contractors on projects or program delivery.
  • Prepares instructions, policies, procedures, templates, Standard Operation Procedures, and documentation, and conducts training /orientations/ demonstrations.
  • Coordinates with, liaises with, and responds to inquiries from various internal and external stakeholders to resolve problems and ensure adherence to approved designs, procedures, safety and other regulations, statutes, specifications pertaining to water, wastewater, stormwater infrastructure and/or Toronto Water unit programs.
  • Develops, maintains and monitors unit programs and/or systems.
  • Prepares drafts of documents, contracts, specifications and agreements for the Engineers or Supervisor.
  • Provides operational and technical support relating to the planning, design, tendering, construction and inspection of municipal infrastructure.

Key Qualifications:

  1. Post-secondary education completed in Engineering & Technology Program, or approved equivalent combination of education and experience.
  2. Experience performing manual and computerized mathematical calculations used in technical and engineering analyses.
  3. Experience with analysis & interpretation of engineering design and drawings, specification, reports etc.
  4. Must possess and be able to maintain a valid Province of Ontario, Class "G" Driver's License, and a City's Driver's permit and have access to a personal vehicle.

You must also have:

  • Ability to use data base & Microsoft Office applications (i.e. Word, Excel, PowerPoint, Access etc.).
  • Highly developed interpersonal skills with the ability to interact and communicate effectively with all levels of the organization as well as with external clients.
  • Advanced understanding in the principles and application of Engineering theories, methods and practices.
  • Ability to interpret technical engineering drawings and documents (e.g. plans and profiles, specifications etc.)
  • Ability in resolving customer concerns through both effective writing and concise oral communication.
  • Ability to effectively manage multiple priorities and meet established deadlines.
  • Ability to produce high quality error free work with a strong attention to detail.
  • Ability to plan, prioritize work, and provide instruction and direction/training to other staff.
  • Knowledge of procurement and other purchasing procedures, such as, tendering and administration of construction contracts, request for proposals etc.
  • Knowledge of the Occupational Health and Safety Act and its regulations that apply to this work.
  • Must be able to travel to various work locations as assigned.
  • Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces.
  • Membership or eligibility for membership in the Ontario Association of Engineering, Technicians and Technologists (OACETT) is an asset.
  • Experience in the design and construction of storm sewers, sanitary sewers, watermains and stormwater management facilities would be an asset.
  • Experience with mechanical and plumbing design would be an asset.
  • Experience in the use of GIS mapping applications would be an asset.
  • Knowledge of the Ontario Building Code would be an asset.
