We are looking for a Project Manager (RCO) to join our Real Property Planning and Management (RPPM) team. The Project Manager would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

RPPM has the mandate to lead the prioritization of NRC recapitalization projects and deliver research facilities and real property renewal projects to support NRC's transformation journey into a more advanced research and technology organization that supports Canada's science, technology and innovation ecosystem.

Through the Laboratories Canada initiative, The Government of Canada is transforming federal science to provide new revitalized facilities and cutting edge equipment to support research that have direct impact on the lives of Canadians. It is a forward looking approach to science planning with modern laboratories and collaborative spaces that will be enabled with information technology as well as being environmentally sustainable and accessible. The National Reseach Council is a Laboratories Canada partner.

Under the direction of the Director of Engineering and Construction, you will manage, coordinate and protect the interests of NRC's real property infrastructure for the integration of the two upcoming Laboratories Canada (Labs Canada) projects, namely TerraCanada and TSTS at NRC's Montreal Road Campus. In this regard, you will provide professional guidance and technical project management support for this initiative. You will ensure as well that critical elements are given proper consideration during project proposal and planning, communicate and meet with stakeholders, project team members and management, build and maintain project plans, manage risks, report on project progress regularly, develop project management methodologies/tools and address issues relating to project status, resources, expenditures, deliverables, and milestones.

The position leads coordination activities on behalf of NRC to ensure the interests of NRC are considered through design development and construction of the two Labs Canada builds. The encumbant will coordinate and consult with RPPM's multi-disciplinary engineering, energy and operations teams in a matrix environment to ensure that NRC not only is an enabling partner for Labs Canada but that risks and opportunities for the future of NRC with respect to campus infrastructure are identified. The encumbant will also liaise with Research Center executives and project managers who are implicated or potentially implicated by the projects in question. The position will also provide information and advice to managers/directors, project managers and Director Generals within Research Centres and RPPM to ensure their interests are considered and communicated through the projects.

Education

University degree in science, engineering, project management, or in another field that is relevant to the duties of this position.

Formal designation as a Project Management Professional (PMP) from the Project Management Institute (PMI) would be considered an asset.

Experience
  • Recent* and significant** experience in managing large, complex scientific and/or industrial infrastructure and/or real property projects involving the application of project management principles and the adoption of best practices as well as the management of multi-disciplinary teams and multi-partner resources in a matrix environment, including staff, sub-contractors and complex procurement aspects.
  • Experience in long term site and building strategic planning.
  • Recent* experience in analysis and decision-making, and ability to provide senior management with advise and recommendations on issues resolution and strategies.
  • Experience in internal and external stakeholder engagement in a complex environment.
  • Experience in managing projects in a Research and Technology environment could be considered an asset.

Compensation

This position is classified as a Research Council Officer (RCO), a group that is unique to the NRC. Candidates are remunerated based on their expertise, outcomes and impacts of their previous work experience relative to the requirements of the level. The salary scale for this group is vast, from $62,071 to $175,466 per annum, which permits for employees of all levels from new graduates to world renowned experts to be fairly compensated for their contributions.

NOTE: Please note that the full RO/RCO salary scale has five levels. Salary determination will be based on a review of the candidate's expertise, outcomes and impacts of their previous work experience relative to the requirements of the level. As such, the initial salary could be within another level of the RO/RCO salary scale (i.e. above or below the intended level for this position).
