Role Summary


Reporting to the PLMS Chief Medical Laboratory Officer, the Medical/Clinical Lead, Provincial Laboratory Quality and System Performance supports the Post LMS mandate by providing leadership for provincial quality and system performance. Working in partnership with medical, technical and operations leadership, the Quality and Performance Lead will be instrumental in organizing, partnering, and facilitating the PLMS strategies and efforts to advance provincial system level quality and performance. The role will be expected to address multiple issues with confidentiality, discretion and sensitivity.

Duties and Responsibilities

  • Supported by PLMS resources, the role will partner with key ecosystem partners to support and advance provincial level laboratory system quality and performance.
  • Be accountable to ensure optimum communication with discipline colleagues, clinical physician groups, health authorities, the Ministry of Health, and medical committees and agencies.
  • Organize and facilitate the effective provincial planning, with regional medical, technical, and operating staff (both public and proprietary), subject matter experts (SMEs), and other clinical colleagues to inform and support provincial quality and performance direction within BC.
  • Assist PLMS leadership in the development of specific service plans and provide advice to the ongoing provincial operational planning.
  • Lead and facilitate work with the laboratory system to improve the quality of service delivery to the patient and clinician.
  • Examine trends and performance data at a provincial level and provide advice to PLMS.
  • Lead and facilitate the standardization and adoption of clinical standards and taxonomy in order to improve quality, patient safety, data sharing and facilitate quality improvement and reporting.
  • Provide an active presence in the advocacy for improving diagnostic lab utilization in the province.
  • Support the development of guidelines to assist prescribing clinicians to order the correct laboratory diagnostics or facilitate diagnosis.
  • Engage on behalf of PLMS clinical colleagues involved with the ordering of diagnostic tests to improve service delivery, guideline changes, and utilization improvement in order to improve and affect patient outcome in a positive manner.

Qualifications

  1. Education, Training and Experience

    The successful applicant will hold certification from the Royal College of Physicians and Surgeons of Canada in a Laboratory Medicine Specialty and licensure by the College of Physicians and Surgeons of BC, or have relevant post-graduate PhD training and at least 5 years recent related experience.

  2. Skills and Abilities
  • Practice experience with a focus on systems approach to clinical and public health issues including patient access to quality diagnostic testing, diagnostic network optimization and sustainability, and improving laboratory quality, systems, and governance. Research in this area would be considered a strong asset.
  • Deep knowledge of ISO standards and an appreciation for the impact of the evolution of standards on diverse laboratory testing delivery systems environment in the BC setting.
  • Experience working at the systems level with government, public, and private sectors to design, improve, and deliver human-centric tools, innovative processes and services that improve laboratory delivery in service of improving health of people in the communities where they live.
  • A current appointment to the faculty of Medicine, the Department of Pathology and Laboratory Medicine would be valued as a means to foster and strengthen the systems quality partnership between UBC and PLMS and advancing research in laboratory system quality and performance.
  • Demonstrate the ability to work with laboratory and other clinical data to create rationale and support for change within laboratory medicine.
  • Demonstrate team-building and facilitation skills to further encourage collaboration across multiple disciplines, environments and functional areas.
  • Demonstrate innovative leadership thinking, creativity and organizational skills.
  • Demonstrate superior interpersonal, communication, facilitation and leadership skills including the ability to negotiate with and influence others (including those both internal and external to the organization and at various levels).
  • Demonstrate ability to create and support innovative practice.
  • Demonstrate commitment to the values of continuous learning and ethical decision making.
  • Show collaborative leadership skills in working with others to identify issues, design creative solutions, follow-up with action and evaluate results.
