JOB SUMMARY
The Labour Relations Specialist (LRS) has responsibility for further developing Camosun's labour and human relations functions by providing expert advice, services and consultation on a broad range of labour and employee relations matters. As an in-house subject matter expert, the LRS provides leadership and recommendations regarding the interpretation, administration and application of four (4) employment contracts. Specific responsibilities include developing, enhancing and maintaining an effective labour relations environment; providing guidance and advice on a wide range of routine and complex labour relations issues and related legislation; facilitating all stages of the grievance process; supporting collective bargaining in a multi-union educational environment and providing support on strategic initiatives undertaken by the Human Resources department as it relates to employee relations and labour relations matters.

REPORTING RELATIONSHIPS
The Labour Relations Specialist reports to the Director, Employee and Labour Relations.

ESSENTIAL JOB FUNCTIONS
  • Provides strategic advice and guidance to HR department members, college managers and administrators on labour relations issues, contract administration, and contract interpretation;
  • Engages managers, supervisors, union representatives, and employees in the management and resolution of grievances and other workplace disputes;
  • Manages all aspects of the grievance procedures;
  • Manages and provides expertise and advice related to Human Rights issues, including the creation of policies and procedures, representing management at various stages of the complaints process and liaising with the Human Rights Tribunal.
  • Identifies employee and labour relations issues and potential solutions and initiates change as required;
  • Conducts research on arbitral jurisprudence and legal precedents;
  • Consults with legal counsel in recommending strategy for arbitrations;
  • Conducts research and prepares institutional strategy in preparation for collective bargaining;
  • Develops proposals and counter proposals in collective bargaining;
  • Analyzes and reports on economic impact of employer and union proposals;
  • Prepares and maintains interpretative documents for departmental or college-wide distribution;
  • Drafts, reviews and makes recommendations regarding new or existing policies that have labour relations implications;
  • Creates organizational frameworks and strategic approaches for the effective and consistent delivery of functions related to performance management, lay-offs, discipline, and organizational change including preparation of agreements with Unions;
  • Advises on investigations into allegations of employee misconduct and analyzes facts and law in order to provide advice and direction to management;
  • Develops, implements and manages labour relations procedures in consultation with other departmental employees;
  • Ensures the Director, Employee and Labour Relations, is kept informed on sensitive issues affecting the department and/or the College;
  • Serves on employee and labour management committees;
  • Develops and provides training on the labour relations aspects of discipline, performance management, grievance handling and general contract management;
  • Participates in college-wide HR initiatives and supports the development of improved employee relations;
  • Represents the department on various internal, sector/provincial committees, professional associations and organizations; and,
  • Remains current in professional practice including applicable legislation and case law related to labour relations.

OTHER FUNCTIONS AND RESPONSIBILITIES

• Performs other related duties as assigned.

Qualifications QUALIFICATIONS
Completion of a University degree in a related field plus a minimum of five years varied and progressive Labour Relations and/or Human Resources experience in a multi-union public sector environment; A minimum of two years experience administering and negotiating collective agreements in a multi-union public sector environment; Experience in designing, developing and delivering training materials.An equivalent combination of education and experience may be considered.

  • Sound knowledge of the Employment Standards Act, Labour Relations Code, Human Rights Act and arbitral jurisprudence related to workplace issues;

  • Well-developed organizational, analytical, and problem-solving skills;
