Job Summary

The Custodial Manager is responsible for overseeing and managing custodial operations in the assigned facilities within UBC Point Grey Campus . The Custodial Manager plays a critical role in supporting the Director, Custodial Services in leading custodial services and in providing the operational management required to ensure custodial services is effective in meeting departmental cleaning standards and providing excellent customer service to clients.

This position will lead custodial team managers and unionized staff in ensuring that all facilities are maintained to the highest standards of cleanliness and safety. The operational responsibility includes participation in the strategic planning and implementation, participating in the development and communication of departmental goals and strategy, evaluating and adjusting work processes to ensure maximum efficiency, developing and managing budgets for their assigned team, as well as managing staff performance to ensure proper cleaning techniques and procedures are being adhered to as trained. This position is further responsible for re-engineering of custodial work processes to reflect new technologies, and changes in facilities and systems within the University.

Organizational Status

The Custodial Manager will collaborate with other departments to address any custodial-related issues and ensure compliance with regulatory standards. This position will also be responsible for managing, planning and coordinating a workforce consisting of afternoon Head Service workers, custodial staffing, and other support staff as required.

Reports to the Director, Custodial Services.

Work Performed

Operational Management:

Leads, trains, and manages custodial team managers and unionized staff, ensuring high levels of performance and productivity.

Defines and develops service standards to maximize departmental resources, and refines staff responsibilities to ensure optimal utilization of these resources.

Conducts regular performance evaluations and provides constructive feedback to supervisors and staff to support their continued growth and development.

Participates in the custodial management's strategic planning and implementation, and provides key expertise in any specific strategic planning goals

Recommends new technologies to create efficiencies in the operations through cost/benefit analysis and business case presentations.

Establishes policies and procedures for the appropriate and reasonable requisition of materials by Heads to maintain stock levels.

Plans and manages departmental work requests and custodial projects. Conducts a preliminary analysis of the scope of work, preparing and obtaining cost estimates, where necessary. Establishes priorities and goals, develops supporting documentation, and forwards to the appropriate supervisor for implementation.

Collaborates with other departments to address custodial-related needs and concerns, ensuring effective communication and coordination.

Follows-up and resolves complaints received from building clients on any concerns relating to cleaning or service standards, and ensures that any corrective action required is appropriately managed and applied by staff supervisors.

Develops communication plans to ensure frontline staff and direct reports are aware of departmental initiatives, changes, and short and long term expectations.

Manager may be delegated to cover the responsibilities of the Director or Operations Manager during their leave periods, ensuring continuity and effective management of departmental operations.

Human Resources:

Manages all Human Resources issues, in the areas of recruitment, performance evaluation, training, coaching, attendance management, discipline, labour relations and terminations.

Manages resourcing needs to ensure building cleaning assignments are sufficiently staffed and resourced, and is responsible for re-allocating staff resources within the portfolio to meet operational needs as required.

Responsible for assessing accommodation requests from staff and managing modified/accommodated duties as required, including any resulting re-allocation of tasks and/or resources amongst staff supervisors.

Strategically utilizes effective reporting through the chosen systems to assess known upcoming absenteeism and ensure mitigation measures are in place.

Manages critical organizational change initiatives or technological advancements, requiring effective communication, stakeholder engagement, and the ability to manage and overcome resistance to change.

In consultation with the Director, Custodial Services, develops new departmental policies and procedures. Ensures that expectations around departmental policy and procedures are accurately communicated to and followed by staff.

Uses and trains other assigned staff on applicable Enterprise Maintenance Management System (EMMS) and Workday.

Must lead in alignment with UBC's values and promote a culture of fairness, respect and integrity.

Budget Management:

Develops and oversees an allocated annual budget for area of operation. Monitors and controls expenses on labor, materials, supplies, and equipment to meet established budget requirements.

Analyzes labor and materials costs; recommends changes, policies and/or procedures to improve efficiency or effectiveness of services.

Recommends and approves maintenance repairs and builds the case for equipment replacement/renewal in areas of responsibility.

Responsible for ensuring service level agreements under area of purview are being met and costs are being recovered on time and with a high degree of accuracy by the team.

Leads preparation of reports in conjunction with central supports to assist with tracking financial targets, and monitoring costs.

Quality Assurance:

Ensures cleanliness and safety standards are in compliance with regulatory and Cleaning Industry Management Standards across multiple facilities, and in line with the units' Quality Plan.

Leads designated staff to ensure conformance with established standards. Supports the management teams' review of overall quality assurance data, including identifying contributing factors for deficiencies and creating mitigation strategies to be employed by Head with their staff.

Establishes and enforces quality control framework to ensure consistent service delivery.

Consequence of Error/Judgement

This position is critical to the success of UBC Facilities and the services that it provides. The decisions of the Custodial Manager have broad and extensive implications for the success of Facilities as a whole. Additionally, decisions impact the reputation of the division and Facilities across campus and with the community. Decisions impact the allocation, support and utilization of resources within a large division. Errors may result in increased costs, decreased productivity and departmental efficiency, negative labor relations and violations of Occupational, Health and Safety (OH&S) regulations.

Supervision Received

Works independently within broadly established policies and procedures under the senior administrative direction of the Director, Custodial Services. Direction may occasionally be received from the Operations Manager, Custodial Services.

Supervision Given

Provides direction to Custodial Team Managers, unionized Heads, Sub-Heads, Scheduler/Trainer, and frontline custodial and utility worker staff. May be assigned to any Facilities unit (Municipal, Trades, Utilities, Custodial) for either long term as coverage for specific initiatives.

Minimum Qualifications

Undergraduate degree in a relevant discipline. Minimum of five years of related experience or the equivalent combination of education and experience.

Preferred Qualifications

Bachelor's degree in Facilities Management, Hospitality, Business Administration, Engineering, or related field (preferred). ISSA CMI qualifications an asset. Class 5 driver's license required. Strong leadership and management skills, with the ability to motivate and inspire team members.

Excellent organizational and time management abilities, with a keen attention to detail.

Proficiency in budget management and financial analysis.

In-depth knowledge of cleaning techniques, equipment, and chemicals, as well as safety protocols.

Effective communication and interpersonal skills, with the ability to interact professionally with staff at all levels.

Problem-solving and decision-making skills, with the ability to resolve issues efficiently and effectively.

Familiarity with regulatory standards and compliance requirements related to custodial operations.

Must have multiple years of experience working in leadership roles in a unionized labor setting.
