The Opportunity:
BluMetric (BLM) is currently seeking a Senior Project Manager, with a background in environmental professional consulting services, to join our Project Management Office (PMO), based in the Ottawa, Ontario office. The Project Manager is the primary point-person responsible for planning, executing, and delivering corporate projects on time, within budget, and in accordance with specifications and/or work plans. To achieve these important goals, the Project Manager will help define project requirements and scope, acquire project resources and supervise the efforts of project team members. Efficient delivery of project deliverables, effective quality control, and clear communication of expectations to stakeholders, and upward reporting to the PMO are critical tasks that must be performed throughout each project's lifecycle. Working with PMO Service Line Manager, this role will be responsible for developing a Project Management Excellence program for BluMetric's Professional Services consulting teams. In addition, the Senior Project Manager will be directly responsible for the project management activities listed above on Professional Services consulting assignments that meet threshold levels of complexity and budget.
Key Job Responsibilities:
- Manage the entire lifecycle of projects in the company's project portfolio, ranging from strategic planning initiatives to tactical activities.
- Establish a Project Charter for each approved project, defining the project's goals, objectives, risks, assumptions, staffing levels, roles and responsibilities, work breakdown structure, milestones, and deliverables.
- Manage project activities throughout the lifecycle, including the allocation of adequate resources, scheduling, documentation, budget, and other factors necessary for success.
- Plan all project timelines, milestones, deliverables, and micro-deliverables using the appropriate software tools and/ or PM methods.
- Organize project teams into suitable workgroups and guide the teams throughout their efforts to produce deliverables according to specifications.
- Negotiate with other business units in the company to obtain the required skill sets.
- Establish and deliver mechanisms for tracking project progress and reporting to stakeholders via a formal communications plan.
- Conduct stakeholder meetings and forums to solicit feedback, input, and expectations; incorporate these into project plans.
- Establish, implement, and follow a formal change management program.
- Reallocate resources across multiple projects where necessary; identify and resolve any resource allocation discrepancies.
- Adhere to established methodologies for project management.
- Produce regular reports (status, escalations, etc.) on the progress of projects; deliver these reports during regular stakeholder meetings.
- Track all project costs to ensure completion within budget; procure extra budget funding where necessary.
- Closely monitor the efforts and billing of third-party workers, such as consultants, contractors, and other specialists.
- Identify and resolve conflicts within project teams and associated work; create contingency plans to mitigate risk.
- Manage project dependencies.
- Conduct project post-mortems to identify opportunities for improvement; make recommendations based on findings.
- Mentor, train and support the development of technical project managers within BluMetric's various Professional Services consulting teams. Develop a Project Management Excellence program through training and establishment of clear expectations for the management of all BluMetric Professional Services projects. Facilitate the growth of BluMetric's PMO and project management resources.
Qualifications, Education, and Skills:
- A minimum of ten (10) years of experience managing professional services projects or technical project delivery.
- Certification as a Project Manager Professional (PMP), or equivalent.
- Post-Secondary Education in Environmental Engineering, Hydrogeology, Geosciences or Environmental Science would be an asset.
- Demonstrated success in the execution of project management methods and project delivery.
- Demonstrated experience in the development of Work Breakdown Structure (WBS), scheduling and schedule analysis, cost estimating and cost control, budget development, reporting, and record/ document control.
- Proven experience in managing multi-discipline project teams in a consulting environment.
- Work within a professional consulting services-based organization would be considered an asset.
- Strong organizational, interpersonal, problem solving and analytical skills.
- Strong business acumen.
- Proficient in common desktop packages, i.e. MS Office suite of tools, Word, Excel, and project scheduling tools.
- Bilingualism in English and French would be an asset.
- A valid driver's licence and access to a vehicle.
