Main Purpose and Function
The Weighscale Support Technician position supports weighscale functions at the Vancouver Landfill and/or Vancouver South Transfer Station. The position supports the day-to-day operations as well as continuous improvement projects for the weighscale function at both sites, including attended and unattended capabilities. The position liaises with City staff as well as directs contractors and users as needed to optimize the uptime of the weighscale systems.

The position reports to Manager, Administration or designate. Key contacts are staff and management in SWMAGO, other branches of Engineering Services, Supply Chain Management, Financial Planning & Analysis, Sustainability Group, Legal Services, Information Services, Information Technology, Metro Vancouver, other municipalities/jurisdictions, and various consultants, contractors and service providers.

Specific Duties and ResponsibilitiesProvides support to critical weighscale functions as needed to maximize the uptime of the scale systems, including learning workarounds for the system to override and direct drivers as needed in real time.Works with IS/IT, SCADA, other City groups and outside vendors and contractors to troubleshoot problems and implement solutions in a timely manner while proactively reducing issues that may interrupt weighscale operations, e.g. keeping technology up to date and filling paper receipts at the end of shift etc.Schedules and oversees regular preventative maintenance (PM) of scales and manages scale PM contract for both sites.Ensures weighscale operations at both sites meet the federal Weights and Measures Act.Maintains proper documentation for Revenue Services.Coordinates work by City trades to support continuous improvement of the weighscale systems, including Electrical, IS/IT, SCADA, etc.Works with IS/IT to identify and migrate appropriate customers onto the unattended scale systems at both sites; assigns new and replacement (of faulty) RFID tags to customer vehicles, assisting with placement for maximum functionality; and trains/onboards drivers to the system, including delivering/maintaining TLO's terms and conditions of use.Updates associated policies, procedures, guides, operating manuals, job aids, etc as needed.Assesses and identifies needs for consulting or contractor assistance; develops procurement documents, evaluates and selects proponents and manages contractors/consultants' work/contracts and deliverables.Develops program performance metrics; develops and maintains monitoring systems such as scorecards and dashboards; compiles, analyzes and interprets data and trends, with minimal supervision; makes recommendations to senior management based on findings; prepares reports.Identifies opportunities for change management with internal drivers/staff in Sanitation and other City groups and develops/delivers communication and training tools to support the changes.Liaises externally, develops relationships and exchanges information, with staff from Metro Vancouver and other jurisdictions.Supports the reporting functions for the weighscales throughout the year and responds to one off requests.Researches and tracks leading practices and industry developments and trends, involving, for example, benchmarks, service providers, emerging and innovative technologies, and programs in other jurisdictions, and with minimal supervision, identifies implications and options that may be applied to the City's weighscale systems.Complies with all aspects of the project management framework, including use of templates where applicable.Follows quality management procedures and standards with particular focus on field reporting.Other duties/responsibilities as assigned.
Qualifications
Education and Experience:Completion of a diploma program in Engineering Technology or in Computer Science/Information Technology plus sound related work experience preferably within or related to the public sector, or an equivalent combination of education, training and experience.
Knowledge, Skills and Abilities:Sound knowledge of weighscale and POS operations.Considerable knowledge of the operation of municipal solid waste landfills.Considerable knowledge of corporate policies, procedures, programs, practices and EGBC's processes related to work.Ability to prepare, maintain and present a variety of manual and computer reports, records, files and correspondence related to the work.Ability to establish and maintain effective working relationships with a variety of internal and external contacts.Ability to read and interpret engineering plans and specifications with AutoCAD Civil 3D.Ability to coordinate a multi-stakeholder project team, interest based problem solving and consensus building.Ability to complete work tasks and projects within deadlines.Ability to work outside in inclement weather.Ability to collect, organize and analyze operational data and to review and analyze technologies, procedures and practices and prepare cost benefit scenarios for same as required.Proficiency with office and professional software.A valid BC Driver's License and satisfactory driver's record is required.
