Position Summary
As an integral member of UHN Pharmacy Services Management Team, the Manager II, Pharmacy Inventory Services is responsible for performing materials management and other operational responsibilities to support the efficient and effective functioning of Pharmacy Services for both inpatient and outpatient pharmacy services across all sites; initiating and leading innovative projects that will improve the materials management processes and facilitate a seamless and smooth inventory operation; supervising finance related activities to ensure an efficient and effective financial operation; supervising assigned staff within the Inventory System Group; performing assigned administrative responsibilities; coordinating professional development programs within areas of expertise to ensure excellence in the provision of pharmacy services; performing cross-functional responsibilities, as required; performing cross-functional and other duties and responsibilities as assigned and/or as required.
Duties
- Maintains responsibility for purchasing activities, including; maintaining appropriate records within the department; ensuring Pharmacy stock levels are maintained and appropriately handled on a daily basis; coordinating physical inventory taking procedures; maintaining an inventory control computer system; ensuring utilization of an up-to-date and efficient purchasing system; sourcing purchasing opportunities for the department.
- Collaborates with the Manager of Clinical Informatics to ensure support systems, contracts, purchasing and inventory information system tables and interfaces are current, accurate and functioning efficiently; provides necessary management reports to analyze and track inventory.
- Coordinates and integrates all activities in areas of responsibility with other Pharmacy services; ensures optimal deployment of staff and functions through appropriate training, development policies and procedures to support the departmental goal of pharmaceutical care, in conjunction with Inpatient and Outpatient Site Operations Managers.
- Fosters and maintains strong communication linkages with other area managers and/or leaders to ensure the integration, alignment and support of pharmacy inventory system activities within the department.
- Develops, reviews and revises policies and procedures related to inventory services; ensures that policies and procedures are coordinated and integrated with site leadership.
- Participates in quality improvement and workload measurement activities; maintains responsibility for area workload and Continuous Quality Improvement programs; develops and implements systems in responsible area to support these functions.
- Designs and implements certification programs including adequate audit procedures; ensures adherence to procedures and appropriate follow up of audit results for both inpatient and outpatient areas.
- Manages all aspects of human resources, hires, promotes, disciplines and terminates staff as required; manages employee relations issues ensuring matters are resolved in a fair manner; develops, implements and communicates performance measures of direct reports providing ongoing coaching and feedback.
- Performs planning responsibilities, develops implements, manages and reviews short and long-term plans which are in alignment with UHN's goals and strategies; prepares appropriate business plan document in support of short and long-term planning initiatives; develops staff utilization plans to ensure adequate level/mix of human resources to execute plans and achieve required outcomes.
- Performs quality management responsibilities, manages the development, implementation, evaluation and maintenance of quality improvement initiatives which are in alignment with established UHN standards; monitors quality improvement outcomes on a regular basis; develops action plans to address identified issues; supports organizational strategies and initiatives, e.g. patient satisfaction.
- Manages financial resources, develops annual operating budget for Pharmacy Inventory Services; approves expenditures within signing authority limits; analyzes financial/statistical reports on a regular basis; monitors, analyzes and reconciles variances from approved plan; takes remedial action to attain budget targets; compiles and submits data on reimbursable drugs to the Ministry of Health and other agencies as required.
- Registration with OCP as a Pharmacist or Technician in good standing
- Completion of a Bachelor of Pharmacy degree plus a Masters or Pharm D. in Pharmacy from a recognized program required
- Five (5) years experience working in a hospital pharmacy environment required
- Previous supervisory or management experience required
- Current knowledge of Pharmaceutical advances and changes required
- Excellent organizational and time management skills required
- Knowledge of Workplace Hazardous Materials Information System requirements, Body Substance Precautions, confidentiality, etc. required
- Knowledge of collective agreement provisions, Hospital policies, procedures & protocols required
- Knowledge of applicable legislation (e.g. Health Professions Regulations Act, Employment Standards Act, Broader Public Sector Accountability Act, etc.) required
- Supply Chain Management Professional Certification (SCMP) preferred
- Membership with Purchasing Management Association of Canada (PMAC) preferred
