Groundwater Sciences Corporation (GSC) provides expert services for the legal and insurance communities. Senior staff have provided both consulting expert services and testifying expert services in support of toxic tort, contribution under Superfund, zoning hearings, and Pennsylvania Department of Environmental Protection (PADEP) permit challenge matters. The subjects of the legal actions for which we have provided testimony include hydrogeology, interpretation of regulations, industry best practices, site characterization, site remediation, coal mine drainage, and methane migration into drinking water supply wells.

GSC also provides technical support for the insurance industry. We provide consulting services for the Pennsylvania Underground Storage Tank Indemnification Fund (USTIF). This Special Fund generates and spends approximately $70,000,000 annually. Our services include evaluating timing of and responsibility for petroleum releases; providing opinions with regard to whether characterization and remediation activities are reasonable, necessary and meet industry practices; writing competitive bid packages; consulting on remediation contract issues; and assisting senior USTIF staff with policy matters in administering the program.
