The Regional District of Nanaimo is seeking a permanent full-time Manager, Employee Relations.
The Manager, Employee Relations is responsible for the effective management of labour and employee relations under the guidance of the Chief Human Resources Officer and in alignment with the Regional District of Nanaimo’s (RDN) People Plan. The Manager will work collaboratively with other human resources department staff, organizational leaders, employees, and union representatives to facilitate case file and program management that supports RDN’s strategic objectives, while also facilitating a respectful work environment, fostering a culture of belonging, enhancing a diverse, equitable, inclusive and accessible workplace experience, and promoting employee productivity and engagement.
QUALIFICATIONS
Bachelor’s degree in human resources, industrial relations, labour relations or related field, plus a Chartered Professional in Human Resources (CPHR) designation is required. A minimum of five (5) years’ of directly related experience in labour and employee relations, preferably in a public sector union environment, including experience overseeing a team of professional employees. We are looking for someone with extensive knowledge of employment law, labour law, human rights legislation, and collective agreements, paired with exceptional negotiation and mediation skills, a proven track record in resolving grievances, a strong ability to build and enhance strategic partnerships, and excellent written skills for drafting contract and policy language.
POSITION DETAILS
This is a permanent full-time Exempt position offering 35 hours of work per week. The salary range for this position is $126,545 to $133,628, plus participation in the Municipal Pension Plan and a competitive benefits package, including the option to participate in the RDN’s flex days program. This position is eligible for remote work, with some in-person requirements.

PRIMARY DUTIES AND RESPONSIBILITIES
- Provides expert labour and employee relations guidance and leadership for human resources departmental staff, organizational leaders, and employees, escalating matters of significance for executive awareness and/or providing a recommendation for decision.
- Manages collective agreement administration and oversees human resources staff to support organizational consistency of interpretation and application, providing education and direction to payroll and other internal business partners as required.
- Develops and maintains corporate human resources policies and procedures to support organizational consistency of interpretation and application, ensuring compliance with legislation and continuous improvement.
- Assumes conduct of and manages complex and/or sensitive labour and employee relations files to satisfactory conclusion, including but not limited to employer investigations, serious disciplinary action and human rights accommodation/duty to inquire matters; engages external consultants and legal counsel as required to support effective file management and risk mitigation.
- Oversees the management of routine labour and employee relations files, advice, and administration by reporting positions and other staff within the department.
- Oversees the grievance and grievance resolution process, including but not limited to related records management and status tracking, preparing executive briefings including recommendations, negotiating resolutions as authorized, and representing the employer at arbitration and/or other legal proceedings.
- Prepares detailed memorandums and reports that will enable RDN management and executive to make sound decisions respecting labour and employee relations.
- Oversees the labour relations elements of job descriptions and job evaluations, providing direction and guidance to supporting staff as required.
- Represents human resources on and supports the operational effectiveness of the RDN labour management committee.
- Stays informed on best practices and trends in labour and employee relations and diversity, equity, inclusion, and accessibility.
- Continuously identifies and leads improvements to metrics, reporting, records management, and business systems respecting labour and employee relations.
- Develops and oversees the delivery of in-house orientation and training respecting labour and employee relations for RDN management staff and employees.
- Performs tasks or assumes conduct of files to support other human resources and safety department functional areas as directed/required.
- Reviews, adheres to, and directs the adherence to safe work procedures in the workplace and generally promotes a safe work environment.
REQUIRED EDUCATION AND EXPERIENCE
- Bachelor's degree in human resources, industrial relations, labour relations, or a related field.
- Five years of directly related experience in labour and employee relations (preferably in a public sector union environment).
- Chartered Professional in Human Resources (CPHR) designation is required.
- Experience overseeing a team of professional employees.
- Extensive knowledge of employment law, labour law, human rights legislation, and collective agreements.
- Strong ability to build and enhance strategic partnerships with managers, unions, and employees.
- Exceptional negotiation and mediation skills with a proven track record in resolving grievances.
- Excellent written skills for drafting contract and policy language.
- Proficiency in complex data analysis and research.
- Experience in managing HR projects and programs and developing and delivering training to managers.
- Strong verbal communication and interpersonal skills.
- A Police Information Check is required.
