Reporting directly to the Director Regulatory Affairs and Facilitation, this role will lead the global Security Deployment and Compliance team, and design and launch the global security strategy including development, deployment and compliance initiatives, and ensuring regulatory compliance, while still meeting operational and commercial objectives.

Responsibilities:

Responsible for global compliance to cargo security mandates and initiatives:
  • Lead, develop and motivate the Global Cargo Security Deployment and Compliance team, provide the required tools and training to grow team knowledge and expertise, succession plan.
  • Design and deliver the global strategy to optimize compliance.
  • Negotiate and challenge security requirements with regulators to ensure mandates have limited operational and commercial impact.
  • Draft and submit to federal and state regulators, exceptions, and exemptions to ensure business continuity.
  • Develop effective professional relationships within the Regulatory Industry such as Governmental security regulators, IATA, and trade task forces such as CIFFA and A4A, representing Air Canada Cargo on industry committees and task forces and deliver authorized decisions on their behalf regarding Cargo security measures and mandates.
  • Collaborate with Training, Communications, Engineering and Procedures teams to effectively launch new or revised mandates.
  • Organize internal and external road shows to share security screening initiatives, requirements, and solutions.
  • Initiate conversations and take required actions to resolve security roadblocks.
  • Maintain active communication with the operation and commercial teams. Schedule routine meetings to ensure awareness, understanding and alignment of the regulations.
  • Work closely with all third-party vendors and GHAs to ensure cargo screening compliance.
  • Develop a global security data base to house country requirements / screening equipment / screening methods / protocols / vendors and escalation contacts.
  • Collaborate with internal branches such as Legal, Safety and Regulatory to ensure visibility and alignment. Escalate and leverage their support and engagement as necessary.
  • Prepare business cases where spend is required to deploy security screening equipment and 3rd party security screening vendors to support launch of existing, new or revised mandates that will support compliance and operational continuity.
  • Oversight and makes decisions on actions required with respect to regulatory failures
  • Centralize all security noncompliance fines, report out each occurrence to the station and work collaboratively towards corrective action.
  • Deliver on-the-job coaching and awareness sessions at station level, regarding regulatory requirements and impacts of non-compliance.
  • Provide expertise and content to the Training, Engineering, Communications and Procedure teams for the development of procedural and training material.
Safety:
  • Ensure Safety, Security and Service standards are part of all Cargo agreements and monitored through Service Level Agreements (SLA).
  • Compliance with IOSA standards, SMS and other application authorities. Assure the good management of all Cargo Contracts. Where Audit activities have revealed. vulnerabilities, implement corrective measures to address root cause.

Qualifications
  • University degree, college diploma as asset
  • 3-5 years working experience of cargo operations and regulatory requirements
  • Proven ability to manage the recruiting, training, and ongoing development and performance for direct reports.
  • 6Sigma greenbelt an asset
  • Strong negotiating, analytical, organization and planning skills.
  • Ability to manage large volumes of priorities effectively and simultaneously.
  • Understanding risk assessment .
