Are you looking for a role that will challenge you? If you answered yes, then this may be the job for you Directly reporting to the Business Management Office and indirectly to the Head of Directorate (HoD) of the Advanced Reactors Directorate, the incumbent will be responsible for the management and oversight of the entire scope of work across the Directorate’s portfolio, as assigned by the HoD, including but not limited to, projects under the Federal Nuclear S&T Program, the Laboratory Directed S&T Program, and Commercial work. The Program Manager will be the direct customer point of contact for the overarching portfolio within the respective Directorate. You will engage, as required, with internally funded CNL investment projects and commercially funded projects within the Directorate. The incumbent will oversee Project Leads supporting project planning, budgeting, resource allocation, and reporting; Technical Leads (scientists and engineers that manage activities within their specific area of expertise), Project Controls supporting cost and schedule management, estimating, change management, earned value progressing, and forecasting; and Business Planners supporting the corporate reporting. Working with the Project Leads and Technical Leads, Project Controls, clients and government counterparts; the Program Manager will be responsible for meeting all programmatic requirements. This includes risk management, tasking, meeting milestones / deliverables and identifying resourcing requirements and working with line management to secure resources and negotiate work execution scope, schedule, budget and performance. The position will be responsible for providing a Directorate-wide view of financial, schedule, and deliverable performance in addition to risks and opportunities to the HoD.
What you will be doing:
- In partnership with line management, program contributors, and Business Development, developing proposals and work plans that address government sponsor needs.
- Negotiating scope, schedule, cost and performance requirements, with the sponsor and CNL line (execution) organizations.
- In partnership with line management, overseeing the execution of funded program elements and ensuring that deliverables meet customer requirements and address priorities.
- Fulfilling sponsor reporting requirements.
- Working with other S&T Organization Heads of Directorate and Program Managers to integrate overall CNL goals and strategies into a cohesive plan of work.
- Working closely with internal CNL organizations to ensure resourcing (staff and facility) needs are identified and mission ready for program execution.
- Using independent judgment and coordinating with Project Leads and Technical Leads to identify potential program and project risks, developing risk mitigation strategies, and recommending risk acceptance/avoidance for all aspects of the assigned programs.
- Ensuring that safety, security, and environmental issues are being managed before accepting work as well as during program execution.
- Soliciting, encouraging, and collaborating with the team to develop new and innovative technical solutions for programs under your purview.
What we are looking for:
- Education: Bachelor's Degree in Science or Engineering from an accredited institution. An advanced degree is preferred.
- Experience: Twelve (12) years of directly related project management and technical experience in chemical engineering processes (preferably related to hydrogen isotopes), materials testing, components monitoring, and deployment of science and technology services; or, an equivalent combination of education and experience directly related to the occupation. A PMP certificate from the Project Management Institute (PMI), required and a PgMP certificate from PMI preferred.
- Knowledge, Skills & Abilities: Experience with and knowledge of nuclear tools, techniques, and procedures. Demonstrated ability to absorb information and become knowledgeable in unfamiliar technical areas and environments. Strong technical, financial, and human management skills. Demonstrated ability to successfully manage a program and provide direction to a project team without direct line management. Demonstrated ability to work with and be knowledgeable of CNL and the Canadian Federal stakeholders with an interest in innovative nuclear technologies. Demonstrated experience interacting effectively with all levels of internal and/or external personnel; building trust, gaining consensus, and resolving conflicts. Demonstrated experience developing and nurturing effective internal and/or external customer relationships. Demonstrated experience in leading the execution of R&D Projects, resource planning and allocation, risk management, EVMS performance, cost and schedule management, and strategic planning. Excellent oral and written communication, presentation and negotiating skills. General knowledge of commercial nuclear technologies. Demonstrated experience working with Canadian Government programs.
- Security Clearance Eligibility Required: Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's “Standard on Security Screening” and the “Policy on Government Security.”

Location:
CNL works with employees across our Canadian locations to enable remote work when possible. This role requires that the majority of time worked be at CNL’s Chalk River Laboratory site while also providing opportunities to work remotely, where possible, if desired by the employee.
