Project Background

The Upskilling for the Innovation Economy is an initiative that brings together CICan member colleges to develop four microcredentials in three high demand sectors: Advanced Manufacturing, Agricultural Technology, and Clean Technology. The goal of the project is to rapidly upskill 1,000 mid-career Canadians via the delivery of these microcredentials by the end of March 2026. Following the end of the project, the microcredentials created will become available as Open Educational Resources to broaden the reach and impact of these upskilling opportunities.

Summary

CICan is seeking a qualified consultant to support our efforts in bringing together various groups to complete the design of the microcredentials, ensuring they are aligned with industry needs and follow the highest standards of curriculum development. This role will require close collaboration with established Industry Advisory Councils, multiple post-secondary institutions as part of the four Program Development Consortia, members of the Equity, Diversity, and Inclusion (EDI) Committee, and a French translation and adaptation team.

CICan’s members add over $190B to Canada’s economy each year and contribute to inclusive economic growth by working with industry and community partners to offer more than 10,000 programs to learners in urban, rural, remote, and northern communities. Over 95% of Canadians (and 86% of Indigenous people) live within 50km of one of our members.

Scope of Work/Responsibilities

The consultant will be responsible for the following tasks:

  1. Facilitate collaboration and meetings between multiple stakeholders and seamless integration of information across all groups, including the program development Consortia, Industry Advisory Council, EDI Committee, and French translation/adaptation lead.
  2. Foster positive relationships among all stakeholders to facilitate a collaborative and inclusive working environment.
  3. Provide guidance and expertise in curriculum development tailored to industry needs, ensuring alignment with current job market demands and skill requirements.
  4. Work closely with the established Sector Industry Advisory Councils supporting curriculum development and ensure inputs and feedback provided from industry is integrated into program design.
  5. Work closely and participate in regular meetings with CICan project staff to plan and execute working groups activities, assignments, and progress tracking.

Requirements

The ideal candidate will possess the following qualifications:

  1. Proven experience in developing educational programs or microcredentials, particularly in collaboration with various stakeholders.
  2. Knowledge of best practices and standards in curriculum development, specifically those that meet industry and educational accreditation requirements.
  3. Experience working with industry advisory councils, integrating industry-specific needs, especially in identifying competencies and skills gaps.
  4. Proven experience in stakeholder management with strong facilitation and communication skills, with a proven ability to develop and manage partnerships that result in beneficial outcomes for both industry and educational institutions.
  5. Demonstrated acute knowledge of the college system with expertise in robust assessment frameworks and knowledge of credentialing standards, with the ability to validate and certify skill acquisition accurately.
  6. Proven experience or certifications in instructional design, microcredentialing, or adult learning principles are a plus.

Budget

The maximum budget for this RFP is $20,000.

Timeline

All proposals must be submitted by August 6th, 2024, by 12:00pm EST. The contract will start as soon as possible and end no later than September 13th, 2024.

It is expected that most work will be conducted remotely. The successful applicant is expected to be available during regular business hours Eastern Standard Time.
