The Commonwealth War Graves Commission honours and cares for the men and women of the Commonwealth forces who died in the First and Second World Wars, ensuring they will never be forgotten. Funded by six Member Governments, our work began with building, and now maintaining, cemeteries at 23,000 locations all over the world. Today, over a century after we first began, our work continues through our staff, supporters and volunteers who preserve our unique cultural, horticultural, and architectural heritage and ensure that the stories of those who died are told.

The Canada, Americas and Pacific Area (CAPA) of the CWGC covers all of Canada, the United States, the Caribbean, Central America, South America and the Falkland Islands (31 countries) in the Canada and Americas Region and another 10 countries in the Pacific Region including Hong Kong, Japan, Indonesia, Malaysia, Philippines, Fiji, Thailand, Singapore, and Myanmar. We are responsible for caring and maintaining 72,000 war graves, over 66,000 commemorations, 89 CWGC owned cemeteries and other sites with memorials, stones of remembrance and crosses of sacrifice.

About the Role:

We have an exciting opportunity for a person with the right skills and experience to join us as an Asset Management Engineer who would be responsible to ensure that the built assets of the CWGC across the Area are maintained in a state of good repair by developing and managing all aspects of a multi-year capital investment plan, including the inspection, prioritization of work, procurement, and allocation of work, overseeing renewal work by others, updating related data systems and making recommendations on future repairs and studies.

Key Responsibilities and Accountabilities for the Role:

  • Develop, implement, and manage the Area’s multi-year capital program.
  • Prepare and coordinate projects of various scope, magnitude, and complexity to bring forward for implementation.
  • Oversee and ensure proper completion of the structural repairs identified through the annual inspection program.
  • Lead all CAPA renewal projects including studies, construction, or rehabilitation projects.
  • Oversee all Pacific facility audits and ensure completeness of related Asset Planner data.
  • Responsible for the accuracy and ongoing maintenance of asset hierarchy and facility data in operational systems (i.e., Asset Planner, GIS, Meridien, K2).
  • Coordinate all Area entries and reporting through project Management Office (PMO).
  • Develop and maintain all technical specifications related to renewal and maintenance work.
  • Perform periodic CanAm inspections (tours).
  • Perform periodic Pacific building audits (audits).
  • Identify and manage financial risks in accordance with CWGC practices and policies.
  • Ensure that all financial actions are conducted within the boundaries of the Delegation of Authority, and are in accordance with the policies, directives, and procedures.
  • Lead and motivate direct reports, carry out day-to-day management tasks including performance management, appraisals, and professional development.
  • Ensure that assigned staff observe Health and Safety (H&S) procedures and use safe working practices.
  • Set and delegate the performance objectives and standards required of staff.
  • Identify and foster staff development needs and ensure that staff receive training and coaching required.
  • Provide leadership to external contractors and stakeholders and to internal team members.
  • Identify business risks, training needs and highlight skills gaps to ensure program delivery.
  • Identify leading edge industry trends and technological advancements and applicability.
  • Represent the CWGC and/or Area Director at external events as directed.
  • Foster Health and Safety responsibility for self and others.
  • Demonstrate an alignment and adherence to the Commission’s Values: Commitment, Ambition, Respect, and Excellence (CARE).

The Qualifications we would like you to bring to the position include:

Education and Knowledge:

  • Post-secondary degree in Engineering (Civil preferred), Operations Management or a related field or an equivalent combination of education and experience as deemed appropriate by the CWGC.
  • A minimum of 8 years working in an organization with core responsibilities in asset management with progressive increase in responsibility.
  • Demonstrated experience in contracting, project management, risk management, and health and safety.
  • Fluent in written and spoken English. Bilingual (French) is desirable.
  • Professional Engineer Designation (P. Eng.) in Ontario, or ability to obtain it within 6 months.
  • Proven Senior Management experience in a construction or asset management related sector.
  • Experience with H&S management in the workplace.

  • Excellent communication, negotiation, and diplomacy skills.
  • Develop and maintain professional relationships with staff, local officials, various agencies, and dignitaries at all levels to ensure the smooth running of assigned projects.
  • Ability to convey and translate technical standards and specifications into concise work specifications and assess bids and submissions against work objectives and scope.
  • Excellent team player, able to build and maintain positive and effective working relationships and recognize contributions made by others.
  • Willing to accept increased responsibility and committed to professional development.
  • Capacity to develop specialist knowledge of CWGC history, policy, and procedures, as applicable.
  • Ability to easily learn new software programs specific to this position and to the organization.

  • Excellent organizational and time management skills, prioritizing work to meet deadlines, and wise and economic allocation of resources.
