AVI Health & Community Services (AVI) is a multi-disciplinary community-based organisation providing HIV, hepatitis C and harm reduction services out of 5 locations across Vancouver Island. AVI provides services to people living with HIV and hepatitis C and harm reduction clients. We take evidence-based action to prevent infection, provide support, and reduce stigma. Join our supportive, dedicated and client-centred team in promoting the health, dignity and well-being of all people affected by HIV, HCV and substance use by delivering sex-positive and harm reduction-based education, prevention and/or support services.
The AVI Community Health Centre in Nanaimo has a multi-disciplinary team who deliver low barrier, harm reduction-based health care. Services provided include primary care; HIV and Hepatitis C prevention, treatment, and support; STBBI testing and treatment; substance use services including Opioid Agonist Treatment (OAT) and Prescribed Alternatives (PA); access to PrEP and PEP and a range of health promotion programs.
JOB SUMMARY
This role presents an exciting opportunity to support the continued development of a comprehensive Community Health Centre (CHC) serving vulnerable residents of Nanaimo. The role will work in collaboration with the CHC Nurse Manager and report to the AVI Clinical Director. The CHC Director will be responsible for the overall operations of the Centre and the supervision of non-clinical managers and staff.
The Director will enhance collaboration, work from a relational perspective, be supportive and empathetic, and uphold AVI's harm reduction, social justice, trauma-informed care and cultural humility values with staff and people accessing our services. They support and ensure that the Community Health Centre promotes the dignity and respect of the people we serve with a strong focus on health equity and anti-racist, anti-oppressive, and decolonizing practices. This role requires exceptional decision-making skills and a strategic approach to healthcare management.
DUTIES AND RESPONSIBILITES
- Ensures health services and programs are delivered in line with the agency's mission, vision and values.
- Works in collaboration with the AVI Clinical Director, the CHC Nurse Manager and the CHC Medical Director to ensure effective and safe operations of the Community Health Centre.
- Ensures delivery of the project is consistent with relevant funding agreements and in compliance with regulatory frameworks and agency policies.
- Manages statistical and program information, and reviews other staff's statistics and program information and ensures it is submitted to funders on time.
- In collaboration with the leadership team, develops, implements, and maintains administrative and operational policies and procedures.
- Models a high degree of cultural competency to staff, including ensuring services are culturally sensitive and incorporate Indigenous knowledge, practices, and approaches to healing and wellness.
- Supports staff through regular one-on-one meetings, mentoring, feedback, and skills development.
- Manages staff recruitment, orientation, training, and performance supervision according to work rules, regulations, and collective agreements.
- Contributes to mentorship and modeling of practice for staff that is in line with principles of social justice, harm reduction, trauma-informed care, and cultural humility.
- Identifies, mitigates and monitors risks in the delivery of services.
- Manages critical incident responses to ensure the safety of participants, staff, and the community.
- Collaborates with Nurse Manager and other leadership roles to schedule, coordinate and facilitate staff meetings and trainings.
- Acts as the Privacy Officer for the CHC.
- Develops and maintains relationships with community partners and other stakeholders including participating in relevant internal and external committees.
- In conjunction with the Finance Director, assists in the development and implementation of the CHC budget and the review of expenditures.
- Supports the fund development strategy for the CHC including grant applications and liaison with current and potential funders and other stakeholders.
QUALIFICATIONS
- 5-10 years of progressively senior management experience and demonstrated leadership ideally within a community health or non-profit setting.
- Demonstrated experience in the provision of health, harm reduction, health promotion and/or substance use services.
- Demonstrated experience in managing human resources in a union environment.
- Demonstrated commitment to cultural safety, harm reduction and trauma-informed practices in the provision of health and social services.
- Experience working with diverse populations including people living with HIV, hepatitis C or substance use challenges, street involved communities; Indigenous Persons; queer communities; people who use substances; sex trade workers; multicultural and disability communities.
- University degree at bachelor's level in relevant field or equivalent combination of experience and education.
- Employment subject to criminal record check for working with vulnerable population.
SKILLS AND ABILITIES
- Demonstrated skills and knowledge in the areas of community health care including OAT provision, prescribed alternatives, mental health, substance use, harm reduction/health promotion practices, HIV and hepatitis C.
- Demonstrated leadership skills in program management and supervision of diverse staff.
- Strong management and administrative skills, including project management, report writing, budgets, evaluation etc.
- Excellent interpersonal skills including the ability to coach and mentor staff, facilitate conflict resolution, foster empathic communication, and demonstrate clear boundaries.
- Ability to model ethical behaviors and consistently apply ethical standards to self and others.
- Able to respectfully engage and support Indigenous relationships, with a trauma-informed and decolonial lens.
- Demonstrated ability to work cooperatively and effectively with others to set goals, resolve problems, and make decisions that enhance service effectiveness.
- Demonstrated understanding of the continuing and ongoing impact of colonization on indigenous people and awareness of anti-colonial and anti-racist practices and principles.
- Demonstrated understanding of the principles of affirming care for people from the 2S/LGBTQQI+ communities.
- Demonstrated understanding of the toxic drug crisis in BC and its impact on people who use substances and are at risk of fatal drug poisoning.
- Demonstrated understanding of the importance and role of people with lived and living experience in the development, delivery, and evaluation of services intended to benefit them.
- Ability to bring a positive approach, be flexible and resourceful, and able to work in a dynamic, informal, and relational workplace.
- Ability to work with and maintain positive relationships with diverse groups of stakeholders including people impacted by poverty, substance use, criminalization, people who use drugs, service providers, funders, and other community members.
- Ability to use various digital platforms including payroll systems, Xero, MS Teams and One-Drive etc.
POSITION DETAILS:
- Pay: $46.17 to $55.70/hour dependent on qualification and experience and also as per the HEABC paygrid for excluded managers.
- Hours and Schedule: 37.5 hours per week, Monday through Friday, some weekend availability required. This is an in-office position with some capacity for remote working. Note: Hours of Work, Days Off and Work Area may be subject to change.
- Term: This position is ongoing, subject to funding.
- Location: AVI Nanaimo.
- Union: AVI is a union environment under the Collective Agreement: HEABC & Health Services & Support Community Subsector Association 2022-2025 and this role is an Excluded Position.
- Benefits: This position will be eligible for extended health, life and AD&D on the 1st of the month after this position begins. AVI pays for the entire cost of the plan on behalf of its staff.
- Pension: This position is immediately eligible to join the Municipal Pension Plan. At this time, AVI contributes an additional 9.31% towards your pension account.
- Other Perks: This position gets 8% vacation (equivalent of 4 weeks), receives a paid day off for eligible Stat Holiday, which includes Easter Monday, and accrues a Sick Bank of 6.9%. Sick and Vacation Days are both available to be used after your first 3 months at AVI.
