Job Title: Senior Project Manager - HR Digital Transformation

Overview:

PROJECT DESCRIPTION AND BACKGROUND:

The successful candidate will complement contingent of staff and contract Project Managers in the PMO and be assigned to manage the HR Delivery stream of the HR Digital Transformation Program, with the option to be assigned to other technology projects as operational demands stipulate.

The purpose of the HR Digital Transformation program is to select and implement a new HRMS solution and supporting processes for the enterprise. This program will also implement HRMS business functions that are currently inefficient or not available, causing substantial manual effort. Based on the inputs from the preceding Feasibility Study, the implementation project will plan and execute a comprehensive procurement competitive process (RFP) to select a new HRMS solution. The program will develop and execute a full strategy and detailed plan to implement the new HRMS solution to replace the PeopleSoft system currently used across the enterprise .

Client uses the PeopleSoft system to manage its human resources and related processes throughout the employee lifecycle, including software to manage functions of HR administration, payroll, benefits, compensation, and recruitment. It not only serves as a primary means for engagement with internal employees.

What you will be doing:

Duties will include all aspects of the Project Management Lifecycle, including project initiation and planning, executing, monitoring and control, and closing – scope, time, and cost management; procurement management; quality management; risk identification, mitigation, and management; resource management; stakeholder and communications management; issue management.

s. The successful candidate will perform all project management functions including but not limited to the following:

1. Develop Business Cases and supporting artifacts (related documents and appendices).

2. Prepare all project planning documents utilizing BTS' comprehensive project management methodology and supporting templates.

3. Execute and monitor all aspects of the plan including WBS, financials, procurements, communications, quality, risks, decisions, etc.

4. Once funding is approved the contract PM will:

  • Direct the activities of internal and external (contracted) resources including Business Analysts, business Subject Matter Experts, Data Analysts, Systems Analysts, Developers, Architects and Quality Assurance Analysts as required by the project.
  • Provide input to existing program and program governance structure (including Program Steering and Technical Advisory Committees) to drive consensus on project issues and achieve desired outcomes.
  • Prepare and communicate, or provide input to, detailed monthly and ad hoc reports to stakeholders including status reports and updates to the Program Steering Committee.
  • Scope Management: utilizing the program and program governance structure (Program Steering Committee, identified stakeholders) to establish and maintain clear project boundaries and agreement on project scope.
  • Schedule Management: establishing and monitoring project schedule ensuring adherence to key milestones.
  • Risk Management: identifying and monitoring risks and proposing mitigation strategies as appropriate.
  • Team leadership: managing a diverse team of technical experts and senior leaders in the organization. Interpersonal and communication skills as well as business acumen will be critical.
  • Budget and Contract Management: managing the project budget, including sub-contractor and supplier performance.
  • Technical management: overseeing the work of a technical team (design, building, testing, deployment, change management) throughout the project life cycle.
  • Strong adherence to TransLink's BTS Project Management Methodology (Atlas), including the creation of various project documents and other artifacts, as well as the review of those created by project team members.
  • Provide close enablement support to the People & Culture working sponsor to ensure completeness of planning, documentation, tracking and delivery of program deliverables by the business working groups and ad-hoc support as assigned.

Deliverables

  • Standard project management deliverables and supporting documentation will be expected. These include, but are not limited to, the following as defined in the BTS PMO's standard delivery methodology:Business Cases for assigned projects, including the implementation phase work plan, financials (budget), work breakdown structure in MS Project, project schedule, risk analysis, work package sequencing, and high-level business case (memo).
  • Project Initiation artifacts (Project Charter, Feasibility Study Definition Document, Project Configurator, Organizational Change Management documents).
  • A comprehensive, integrated project management plan consistent with PMI practices, including detailed Communication and Risk Management Plans.
  • Monthly Project Status Reports filed in TransLink's portfolio reporting system.
  • Technical and Steering Committee meeting documentation (i.e. presentations, review materials, minutes, support documentation, technical memorandums, etc.).
  • Cash Flow Forecasts/Budget Updates.
  • Project Change Requests, as required.
  • Project Closeout Reports.
    • What you have:Bachelor's or master's degree in computer science, Human Resources or related subject.
    • 6+ years of full?cycle technology Project Management experience, from developing a conceptual idea to requirements gathering, to system design, system build, system test, training and cutover.
    • 10+ years of experience working in complex IT/HR Technology projects is highly desirable including direct experience managing data analysis, cleansing and conversion activities as well as integrations (both internal and external) and customizations from an existing system to a new solution.
    • Experience with Cloud solution projects is highly desirable.
    • Strong knowledge and experience working with HR programs is highly desirable.
    • Ability to effectively facilitate and communicate between the business and technical resources.
    • Experience with public sector and Capital projects is a plus.
    • Extensive and proven experience managing stakeholders and an ability "to bring people together".
    • Must have excellent people skills, and excellent communication skills, both verbally and in writing.
    • Must display a sense of "urgency to get the job done".
    • Experience or understanding of organizational change (OCM) in projects.
    • Experience in managing multiple suppliers.
    • Experience managing complex contracts.
    • Project Management Professional (PMP) designation is a plus but not a mandatory requirement.
    • Experience in the management of large budgets, including status reporting and forecasting is desirable.
    • Training and experience in best practice Project Management techniques and processes.
    • Experience working with, communicating to, and making formal presentations and recommendations to senior management within a large organization.
    • Experience developing and implementing technology projects and business process initiatives designed to improve efficiencies.
    • Experience gathering and analyzing functional and technical requirements and information from key business areas.
    • Experience leading an interdisciplinary team of technical and business resources effectively.
    • Experience with the standard MS Office tools including Microsoft Project and SharePoint.
