Reporting to the Supervisor, Building Officials, the incumbent assists with the effective and efficient delivery of building inspection services for the City.

Specific Responsibilities

This is a critical role in the City of Whitehorse’s continued success and growth. The role is accountable for the following duties and responsibilities:

  1. Reviews building and plumbing permit applications, plans and specifications for compliance with applicable codes, bylaws and standards; provides technical assistance and interpretation to advise applicants, contractors and professional consultants on required design changes; issues building and plumbing permits; maintains all associated files including plans and written records of inspections and violations.
  2. Conducts site visits and inspects building projects for code, bylaw and standards compliance with a focus on occupant safety, specifies remedial actions, prepares reports, and investigates violations.
  3. Investigates and resolves complaints and infractions related to construction and issues occupancy, final approvals, Notices of Violation, Notices of Enforcement, and Stop Work orders as necessary.
  4. Provides professional expertise in relation to residential construction, interprets and enforces the National Building Code, Building & Plumbing Bylaw, Zoning Bylaw, and acts as a resource regarding National Building Code standards for the public, building contractors, consultants, external agencies, and other City departments.
  5. Responds to customer inquiries and complaints, consultants, internal and external agency inquiries; coordinates meetings to review building inspections, provides information and direction relating to building/plumbing permit applications/submission and processes.
  6. Conducts ongoing departmental process reviews and provides input and recommendations to departmental policies and procedures to enable effective coordination between departmental sections to ensure timely issuance of building/plumbing permits/inspections and compliance with development permit conditions through building occupancy approvals.
  7. Provides input and assistance to special projects relating to departmental process improvements and efficiency, permitting modernization and innovation, and Bylaws and policy revision.
  8. Maintains and compiles statistics relating to building permits and inspections, and prepares and presents reports to management and/or elected officials.
  9. Acts as Senior Building Official or Supervisor, Building Officials, as assigned.
  10. Follows, so far as is reasonably practicable, established safety procedures and standards.
  11. The incumbent may be required to perform other related duties as assigned.
Working Conditions:

Scheduled to work 8:30-4:30 Monday to Friday for a 35-hour workweek. Work in and out of doors an equal portion of the time – when conducting site visits and completing inspections, potential exposure to extreme temperatures, inclement weather and construction hazards should be anticipated. Various inspection locations may each pose unique challenges and hazards with limited resources or site familiarity.

Education and Certifications
  1. Journeyman Certificate in plumbing or carpentry;
  2. Ability and requirement to enter the BOABC ‘Building Official in Training’ program within first 3 months of employment with completion of BOABC Level 1 certification within the first 12 months of employment. Any other level of certification will be accepted, and more senior roles will be considered for candidates if experience and education are aligned;
  3. Standard First Aid/CPR required within 1 year;
  4. Conflict resolution training required within 1 year;
  5. Valid Class 5 Yukon Driver’s license.
Experience

5 years as a journeyman with increasing levels of responsibility; working knowledge of National Building Code, National Plumbing Code, Building and Plumbing Bylaw, and Zoning Bylaw.

An equivalent combination of education, training and experience may be considered.
