Director, Toxic Drug Response and Strategic Initiatives
The Executive Director, Toxic Drug Response & Priority Populations is seeking a thoughtful and strategic clinical healthcare leader for the Director of Toxic Drug Response and Strategic Initiatives role at Fraser Health. This fundamental role will work in partnership with the Ministry of Health, Ministry of Mental Health and Addictions, BC Centre for Substance Use (BCCSU), First Nations Health Authority (FNHA) and other key municipal and community partners, and internal Fraser Health programs to ensure services and systems are integrated across Fraser Health.
The Director will drive the evolution of strategic initiatives and projects and oversee key service lines supporting Harm Reduction including Overdose Prevention & Witness Consumption Services and Overdose Outreach teams as part of the Toxic Drug Response continuum.

In alignment with Fraser Health’s strategy and priorities, and in collaboration with Toxic Drug Response and Priority Populations (TDRPP) Leadership, the Director, Toxic Drug Response and Strategic Initiatives, provides strategic and operational leadership in planning, implementing, coordinating, integrating, operating, and evaluation of Fraser Health's (FH) Toxic Drug Response portfolio programs, and TDRPP strategic initiatives. This role ensures that services, systems, and evaluation projects are aligned with provincial directions and Fraser Health strategies and priorities by establishing and maintaining strong connections with operations and content experts across Fraser Health functional areas and contracted service providers.
The Director works in partnership with key internal and external stakeholders including, the BC Centre for Substance Use (BCCSU), First Nations Health Authority (FNHA), community partners, and all levels of government. By consulting with leadership at all levels, both internally and externally, the Director advances new initiatives, understands community trends, and aligns with policy directions.
Responsibilities
- Develops, implements, and evaluates strategic priority plans for delivering Toxic Drug Response services, including harm reduction, education, and referrals to treatment.
- Ensures the integration and coordination of programs and services to create a comprehensive service delivery system that meets the health care needs of people who use drugs and vulnerable populations within Fraser Health.
- Collaborates with key stakeholders, including the Ministry of Mental Health & Addictions, the Ministry of Health, all levels of government and others, to implement community-based health services such as Overdose Prevention and Witnessed Consumption Services, Overdose Outreach teams, and expanded drug checking. Additionally, supports access to treatment services across various municipalities across Fraser Health.
- Directs the implementation, coordination, and evaluation of Harm Reduction Teams, Overdose Outreach Teams, Supervised Consumption Site teams.
- Works with the Executive Director to conduct high-level consultations and liaise with key stakeholders regarding Integrated Toxic Drug Response. Provides reporting to the relevant Ministries via detailed implementation plans and regular meetings.
- Participates in Ministry of Health, Mental Health & Addictions BCCSU and other committees and working groups. Builds strong partnerships with First Nations Health Authority (FNHA) regarding Toxic Drug Response. Directs the implementation of plans and policies, including provision of knowledge exchange and change management support.
- Reviews epidemiological and other data regarding toxic drug events and mortality to shape services and respond to emerging trends.
- Develops program budgets and allocates funds within the budget to accomplish objectives. Monitors variance against budget.
- Triages and responds to requests for information, reporting, and surveillance, and participates in regular regional and provincial meetings.
- Actively monitors toxic drug event trends and unexpected events in FH communities and takes immediate steps to support local actions, working with local communication action teams in high impact communities.
- In partnership with the TDRPP Leadership, develops and advances strategic and action plans for both Toxic Drug Response and Priority Populations.
- Leads TDRPP project teams to support cross portfolio and program initiatives utilizing a project management framework to ensure projects are delivered within scope and budget and associated risks are identified and mitigated.
- Ensures program monitoring and evaluation systems are established and updated based on program evolution.
- Provides direct strategic project leadership, including making timely business decisions regarding project budgets and use of resources. Maintains control of project milestones and reports on project progress and status.
- Ensures stakeholders are appropriately engaged and deliverables are established and met; leads status, team, and leadership meetings.
- Collaborates with internal and external stakeholders involved in the project. Manages intersections and impacts of the project by collaborating with various stakeholders to ensure effective collaboration and communication.
- Supports the development of effective communications and presentations related to strategic and other initiatives by collaborating with TDRPP leaders, program partners, and others as required.
- Consults with leadership across functional areas, clinical programs/sites, Professional Practice, and corporate supports such as Finance, Communications, Employee Experience, and others within Fraser Health to ensure resources are available and committed to the project and to working groups as needed.
- Oversees the collection, review and evaluation of improvement proposals and change requests to enable a quality focused, efficient, and consistent approach.
- Develops an annual team work plans to monitor for performance and outcomes.
- Leads and directs team members using effective management techniques (e.g., coaching, mentoring, skill and leadership development, performance management).
- Assesses and reports on the status of initiatives to senior leadership; advises on status and the impact of the initiative across Fraser Health from a system perspective.
Qualifications
Masters’ degree in a clinical health-related discipline, ten (10) years of clinical and leadership experience in large, complex, adaptive health organizations supplemented by PMP, PROSCI and/or CHE certification/designation; or an equivalent combination of education, training, and experience.

Professional/Technical Capabilities
- Strong leadership skills to move forward complex organization change in a health organization.
- Demonstrated knowledge of Substance Use trends, services, and issues as well as knowledge of the ongoing public health emergency.
- Expert knowledge and understanding of community-based services such as substance use overdose prevention, detox, treatment and recovery services, social and health needs of homeless vulnerable populations including shelter and housing service continuum.
- Demonstrated knowledge and use of quantitative and qualitative population analysis to develop constructive reports based on results and findings.
- Sound working knowledge of planning concepts related to service delivery, budgetary, staffing, quality, and strategic initiatives.
- Strong understanding of project and change management methodologies and ability to meet project targets and objectives.
- Expert ability to develop and implement effective plans and strategies that support broad project objectives and deliverables.
- Working knowledge of applicable regulations, legislation, and collective agreements.
- Proficiency in the use of personal computers and applicable software applications.
- Physical ability to perform the duties of the position.
