Assignment Description

  1. Assist in the development and implementation of the overall cost control plan for the Major Projects Department as well as specific projects and in the review and preparation of project estimates required for Decision Gates, Board Reviews or Project Sanctions and establishment of the sanction control budgets.
  2. Lead the development of cost controlling and reporting processes for the Major Projects Department including the review of internal corporate cost report and management systems, determining the proper interfaces and systems for the department.
  3. Mentor and develop internal employees to enhance estimating, cost control and forecasting knowledge within the organization.
  4. Participate in any required regulatory reviews, technical sessions or hearings for Major Project applications.
  5. Support a safety culture where "Nobody Gets Hurt."
  6. Collect and analyze cost data.
  7. Monitor trends and changes and identify potential cost opportunities, risks or inefficiencies at both a program and project specific basis.
  8. Assist in preparing screening level cost estimates to support the evaluation of various business planning activities.
  9. Review and validate construction key cost parameters recommended by consultants, including construction fleet cost and productivity rates, material pricing, etc.
  10. Work with Owner's engineering, planning and construction resources to review and validate construction sequence and methodology proposed by consultants and/or contractors.
  11. Review estimates, bids and proposals and aid in the comparison to owner approved budgets.
  12. Review and approve the cost management plans and practices of consultants and/or contractors, ensuring alignment with Company’s expectations.
  13. Forecast project outcomes and report trends and variances from the plan.
  14. Understand the Decision Gate cost estimate requirements for sanction decisions.
  15. Work with Project Management and Controls Team in developing a consistent approach to establishing project contingency and making recommendations for contingency setting on a project basis.
  16. Manage and control the utilization of project contingency.
  17. Work with Estimator to establish the estimate in a format that facilitates easy migration into the Control Budget required at Project Sanction.
  18. Aid in the independent estimating and analysis of project changes.
  19. Aid in establishing and managing a change management and control system.
  20. Help management make key decisions based on cost projections.
  21. Aid in cost forecasting and suggesting cost-reduction strategies.
  22. Work with Finance to ensure required project financial information is provided in a timely manner.
  23. Support the attest of applications for payment and invoices received from contractors and suppliers.
  24. Other cost and Project Control duties as required.

Relevant Work Experience and Requirements:

  1. Experience at a Senior or Specialist level.
  2. Experience in development and setup of cost management and control processes, procedures, structures, and systems.
  3. Experience in developing reporting systems and structures for various stakeholders ranging from project and Contract Managers to executives.
  4. Experienced in the establishment, management, and control of project budgets, including contingency management.
  5. Experience with a variety of contract types.
  6. The ability to read, interpret, and understand contracts, technical documentation, and specifications to aid in forecasting.
  7. Strong analytical skills and attention to detail.
  8. Experience in leading project cost review meetings.
  9. Knowledge of industry best practices in cost management, forecasting, and reporting, including AACE practices.
  10. Strong understanding of Earned Value Analysis.
  11. Excellent interpersonal skills, and an ability to mentor others.
  12. A strong safety, inclusion, and continuous improvement mindset.
  13. Ability to work independently.
  14. Expert knowledge of capital cost estimating techniques, particularly preparation of Owner's Class 3 cost estimates in support of Project Sanction recommendations.
  15. Field experience on hydropower and large infrastructure projects, including large earth and concrete works, is considered an asset.
  16. Up to date on latest construction techniques and industry trends concerning labour, equipment, and material escalation.
  17. Detailed knowledge of principles of quantity takeoffs using engineering drawings and data.
  18. Knowledge of construction planning and scheduling, including productivity calculations.
  19. Experience in data, operational, and financial analysis.
  20. Knowledge of accounting processes and software.
