JOB SUMMARY

Reporting to the Director of Engineering, you will be responsible for the coordination of all transportation/traffic related matters, policies, studies, projects, including the supervision of transportation engineering staff, coordination with external agencies, and management of transportation-related special projects.

KEY DUTIES AND RESPONSIBILITIES

  • Provide overall management of the transportation planning, transit and transportation related special projects and provide the necessary strategic planning direction to Managers and staff.
  • Provide the necessary oversight on the development of transportation policies, strategies and capital implementation plans consistent with the Markham Official Plan and Transportation Plan, as well as the transportation plans from other levels of government.
  • Provide guidance on complex transportation matters and issues related to development and growth management of Markham.
  • Participate as expert witness in the Ontario Municipal Board hearings and other tribunals.
  • Manage section work programs and special transportation projects as assigned.
  • Provide the necessary oversight of all assigned staff to ensure that performance expectations, objectives and goals are being met. Coach and develop capabilities of staff to cultivate a high performing team.
  • Develop and implement management systems and process improvements to improve the effectiveness and efficiency of the program delivery and maintain a culture of continuous improvement within the Engineering Department.
  • Coordinate and consult with senior staff in other departments on improving the workflow processes.
  • Provide input into the need for and preparation of studies, plans, policies and regulations to continually enhance the City’s policy and regulatory framework for transportation related matters especially related to planning approvals and growth management.
  • Participate as a member of the Engineering Department Senior Management Team in the administration of the Department, and to ensure the departmental business plans are aligned with the Commission and Corporate priorities and objectives.
  • Provide input into the Commission Business Plan and budget process.
  • Provide input and updates to the Engineering performance metrics.
  • Conduct day-to-day operations as described under the Strategic Plan and ensure staff are aware and work within the guidelines of the four goals of the Markham strategic plan.
  • Provide expert advice on engineering and transportation matters to internal and external customers.
  • Represent the Department, Commission and City on engineering and transportation matters and issues at Public information meetings, Committees, Council, Cross Commission Projects and Task Forces to ensure the City’s strategic priorities are observed and achieved.
  • Assist Director of Engineering in representing the interests of the Department.
  • Other duties as assigned.

REQUIRED SKILLS & COMPETENCIES

  • Registered with the Professional Engineers of Ontario with at least 10 years professional experience in the transportation engineering field.
  • A University Degree in Engineering is required, and specialization in transportation/traffic will be an asset.
  • Progressive experience in the Ontario public sector with the ability to work with Council, general public, different levels of government and different stakeholders.
  • At least 5 years of Ontario municipal government management level experience is required.
  • Demonstrated political acumen in a municipal government environment.
  • Demonstrated understanding of the transportation matters and issues in the Greater Toronto & Hamilton Area.
  • Excellent understanding of the role and challenges of other disciplines in the development industry.
  • Ability to provide guidance with various processes in the review and approval of different types of development applications.
  • Detailed knowledge of all applicable legislation, regulations and guidelines.
  • Strong understanding of the report writing process in order to produce high level reports to the various City Committee’s and Council approval.
  • Experience with financial reporting processes, including budget preparation and control, expenditure forecasting, preparation and interpretation of financial reports, and reporting on various performance metrics.
  • Demonstrated leadership and managerial skills.
  • Ability to think at a high level and strategically.
  • Excellent organizational, interpersonal, communication and presentation skills, both written and verbal.
  • Ability to interpret complex situations and handle confrontational/aggressive behaviours.
  • Ability to work in a multi-disciplinary environment with different agenda and competing priorities.
  • Ability to lead, motivate and mentor a team of professional and technical staff.
  • Ability to work under pressure and deliver high quality work with short turnaround time.
  • Ability to negotiate and bring resolution to complex issues with multiple stakeholders.
  • Valid Ontario Class G Driver's Licence. Access to personal vehicle for business purposes is required.
