Job Description:

We are seeking a highly skilled Procurement Consultant with extensive experience in managing competitive procurement projects within the Canadian public sector. The ideal candidate will possess deep knowledge in contract law, public procurement policy, and government procurement practices, along with superior negotiation and communication skills.


Key Responsibilities:

  • Contract Law & Procurement Knowledge:
  • Deep understanding of contract law, trade agreements, and public procurement policy.
  • Familiarity with negotiation, contract management, and risk management strategies.
  • Up-to-date with recent trends in public and private sector procurement and Canadian contract law.
  • Interpersonal & Communication Skills:
  • Exhibit considerable tact, professionalism, and diplomacy when interacting with vendors and various levels of government employees.
  • Excellent written and oral communication, interpersonal, influence, and negotiation skills to effectively represent the ministry and its business interests.
  • Team Collaboration & Problem-Solving:
  • Work cooperatively within diverse teams, understanding and responding effectively to different viewpoints.
  • Problem-solve effectively by shaping issues, generating ideas, and delivering high-quality work in a timely manner.
  • Use analysis and evaluation skills on high-profile, complex, time-sensitive procurement matters, viewing client issues from multiple perspectives.
  • Innovation & Analytical Skills:
  • Promote innovation to improve project success by introducing new solutions or processes.
  • Analyze situations by breaking them down into components, identifying key issues, and determining cause-and-effect relationships to resolve problems decisively.
  • Ensure the validity and accuracy of all information.


Experience Requirements:

  • Public Sector Procurement:
  • Five or more years of experience in the past ten years managing competitive procurement projects.
  • Led five or more Request for Proposals (RFP) projects in the past three years, overseeing solicitation documents, chairing proponents’ meetings, and ensuring accurate and compliant evaluation documentation.
  • Led three or more RFP or RFx projects in the past five years that included scored shortlist processes.
  • Facilitated evaluation of proposals for five or more projects in the past ten years.
  • Finalized or negotiated five or more contracts resulting from an RFP process in the past ten years.
  • Experience with IT procurements and contracting models.
  • Sample Projects:
  • Include two sample projects primarily written by the consultant, demonstrating compliance with the experience criteria.


Education & Professional Designations:

  • Preference for candidates with formal education in business or computer science.
  • Procurement designation or graduate certificate from recognized institutions such as the Supply Chain Management Association of Canada, National Institute of Governmental Purchasing, Chartered Institute of Procurement & Supply (CIPS), or World Commerce & Contracting (formerly IACCM).
