JOB SUMMARY


The Manager, Policy and Government Relations is a strategic leader responsible for driving engagement with government and community stakeholders to advance the Company's strategic plan and 8-point strategy for Hydro Ottawa Holding Inc., and its subsidiary companies' products, programs, and services.

The Manager, Policy and Government Relations will oversee the development and implementation of strategies that promote the organization's interests with government officials and policymakers, monitor and analyze government policies that could impact the organization, and identify opportunities to advance the organizations' goals through effective advocacy.


MAJOR RESPONSIBILITIES- Develop and implement strategies that advocate for the organization's interests with government officials and policymakers at the federal, provincial, and local levels.- Monitor and analyze government policies that could impact the organization and provide recommendations for proactive engagement and advocacy.- Build and maintain relationships with key stakeholders across the organization and externally, including government officials, industry associations, and community organizations, to promote the organization's interests and build a strong network of advocates.- Represent the organization in meetings and events with key stakeholders, including government officials, industry associations, and community organizations, to ensure that the organization's interests are effectively communicated.- Collaborate with internal stakeholders across the organization including the Executive Management Team to ensure that public policy and government relations strategies are aligned with the organization's objectives and goals.- Lead and manage a team to execute on public policy and government relations strategies effectively.- Identify emerging issues and trends in the policy landscape and develop strategies to address them proactively.- Prepare and present reports and presentations on government affairs issues to internal and external stakeholders.- Oversee the research and writing of high-level briefing papers and ensure that they are cascaded throughout the organization as required.- Support and grow Hydro Ottawa's presence with elected officials.- Represent Hydro Ottawa's President and CEO and other members of the executive management team at public functions, speeches or other engagements as required.- Plan and manage the Government Relations budget to ensure projects are delivered on time and on budget.- Responsible for staff oversight including the monitoring of individual performance results to ensure goals for the broader portfolio are met and support continual personal and professional development of team members.- Perform other related duties as required.


EDUCATION AND EXPERIENCE- Bachelor's degree in Public Affairs, Communication, or a related field, or an equivalent combination of experience and training.- Minimum five (5) years of progressively responsible experience including public relations, stakeholder relations, advocacy, and government relations including recent experience working with elected officials.- Strong understanding of government policies and procedures, including the legislative and regulatory processes at the municipal, provincial and federal levels.- Knowledge of lobbying laws and regulations, and operating within legal and ethical boundaries of lobbying- Knowledge of the energy sector, including mandate, public policy, legislative agendas, and relationship with other levels of government is considered an asset.- English essential, both oral and written; bilingualism (English and French) considered an asset- Excellent communication, presentation, and writing skills, with the ability to communicate effectively with diverse audiences.- Strong computer skills; proficient in the use of office productivity and collaboration tools, preferably G Suite- Strong analytical and problem-solving skills, with the ability to think strategically and develop innovative solutions to complex challenges.- Proven experience working collaboratively with internal stakeholders across the organization to ensure that public policy and government relations strategies are aligned with the organization's objectives and goals.- Experience in data analysis and providing evidence-based policy recommendations.- Experience leading and managing a team to execute on public policy and government relations strategies effectively.
