The Budget Analyst plays a crucial role in the Client Support & Financial Analysis team at Saskatchewan Polytechnic.

Reporting to the Manager, Client Support & Financial Analysis, the Budget Analyst is responsible for providing a variety of financial analytical services that meet the unique needs of different divisions, supporting the delivery of programs and services to students.

Acting as the go-to person for budget-related matters, financial analysis, and forecasting, the Budget Analyst serves as a point of contact for management, deans, program heads, and other financial personnel seeking guidance on financial policies, procedures, and planning.

While primarily responsible for specific divisions and campuses, the Budget Analyst's decisions can have a broad impact across Saskatchewan Polytechnic.

The role demands a deep understanding of strategic financial analysis and proficiency in financial information systems and Public Sector Accounting Standards (PSAS).

1. Budget Development, Support and Maintenance
  • Act as a key resource during budget development for various stakeholders.
  • Analyze financial trends and propose operational improvements.
  • Ensure budgets align with departmental plans.
  • Collaborate on budget preparation and review processes.
  • Engage in continuous improvement of budgeting processes.
2. Financial Analysis and Forecasting
  • Conduct monthly financial analysis and forecasts.
  • Develop reporting templates for consistent analysis.
3. Training and Advisory Services
  • Assist in training financial managers.
  • Provide guidance on financial processes.
  • Support users in utilizing financial tools.
4. Client Support
  • Offer proactive support to financial managers.
  • Advise on financial policy and procedures.
  • Assist in decision-making regarding budget constraints.
  • Recommend changes to organizational structure.
  • Support analysis for new business initiatives.
5. System Development, Testing and Maintenance
  • Test and implement management tools and system upgrades.
  • Stay updated on Banner changes affecting financial analysis.
  • Research and troubleshoot system issues.

The Budget Analyst role requires a postsecondary degree in accounting, significant experience at a senior level, and a professional designation (CA, CMA, CPA, CGA) or enrollment in a program. Experience in a unionized environment is an asset.

Desired competencies include strong analytical skills and the ability to provide effective financial support.
