About the PositionThe Associate Director of Finance (ADF) is responsible for assessing and monitoring the financial health and outlook for assigned ministry units within the division and/or social mission region through review and analysis of financial reports, to ensure Divisional leaders and/or Social Mission leaders, along with the appropriate finance Boards, have relevant information to assist them in decision-making.

The ADF assists ministry units in preparing and/or reviewing proposals including financial forecasts for capital or operating projects.

The ADF monitors the Territorial Operating Policy and Territorial Finance Manuals and provides direction to other staff and ministry units to achieve compliance.

The ADF will be a team leader in the financial planning and budgeting processes, as well as monitor forecasted deviations to determine cause and corrective action.

The incumbent will supervise, coach and mentor staff within the finance unit.

The successful candidate must be a self-motivated professional with extraordinary interpersonal skills and demonstrated success in working collaboratively and strongly influencing the overall program within The Salvation Army.


KEY RESPONSIBILITIES:


As a budget team leader, work with ministry units and SM/DHQ/THQ staff to complete assigned ministry unit budgets for submission to the appropriate approval authority.

In consultation with the Director of Accounting, divisional and social mission leaders, oversee budget reviews, analysis and balancing for Board approval and submission to Territorial Headquarters (THQ).Monitor implementation of and adherence to all budgets.

Determine cause of any deviations and recommend solutions. Through regular analysis of budget to actual results, ensuring that current year and long-term forecasts are updated as required.

Analyse the financial statements of ministry units through the review of various financial indicators and highlight problem areas along with recommend solutions to improve financial health.

Provide advice and support to all ministry units of financial systems (Shelby, Business World, Expense Module), especially to new finance personnel in the division.

Act as a financial reporting resource for Ministry Units; follow up concerning complex outstanding accounting issues and ensure they are compliant for Territorial consolidation.

Provide support to Ministry Units as questions arise from the preparation of the annual registered charity information return (T3010A)Monitor ministry unit adherence to financial matters outlined in the Territorial Operating Policy Manual and Territorial Finance Manual.

Ensure that the Director of Accounting and divisional/social mission leaders are apprised of the financial condition of every unit within the division.

Advise field units of deviations and alert divisional secretary for business administration to chronic problems.
Liaise with field units, territorial headquarters, government and vendors for all headquarters and divisional finance issues.

In partnership with the Director of Accounting, develop and oversee implementation of the divisional allocation budget including the monitoring of financial performance.

Oversight of the preparation of cash flow forecasts for ministry unit partners, ensuring that these are reviewed at regular intervals with ministry units.

Supports social mission ministry units with preparation of government funding reports and requests for funding, including budgets.

Interact with ministry units as well as divisional and social mission staff to ensure financial action points from internal audits are actioned in a timely manner.

Contributes to the development and ongoing assessment of benchmark financial health indicators for appropriateness, recommending adjustments and additional measures as required.

Provide support for high impact projects based on a thorough understanding of the Army's position and operating model. Examples of such projects could include financial planning tool implementation.

Liaise with financial accounting staff, where needed, for proper accounting treatment, including support provided as part of year-end closing procedures.

In consultation with the financial accounting group, review year-end statements for ministry units and recommend adjustments as needed. Review year-end draft external audits for completeness prior to finalization.
Monitor ministry unit working capital reserve numbers and aid ministry units with reserve plans.
Supervise, coach and mentor the financial analysts on the team. Direct and coordinate their work in cooperation with divisional and social mission personnel.

QUALIFICATIONS AND EDUCATION REQUIREMENTS:
Completion of university degree.
Completion of the CPA accounting designation program.

Alternative combinations of education and experience may be considered.5-7 years of prior related experience, including managerial experience, budget management, business management and specialized functional expertise.

Experience in the non-for-profit sector is an asset.
Exceptional analysis and problem-solving skills are essential, with the ability to work as a team member.
Strong computer skills (Microsoft Excel and Word is essential), as well as experience with financial modelling and accounting software.

Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
