MANAGER OF LABOUR RELATIONS


School District 75 'Mission Public Schools' is a medium-sized school district in the Fraser Valley, servicing the urban centre of Mission, as well as several smaller communities running east towards the Harrison Mills/Kent area.

Mission Public School District (MPSD) serves approximately 6500 students, 1000 employees and the geographic area has over 40,000 residents and is growing.

The western portions of the district serve as an exurb to Metro Vancouver, while the eastern portion is highly rural.

MPSD has 13 elementary schools, 2 middle schools, a large senior secondary, an alternate school, and a vocational college.

SUMMARY


Reporting to the Director of Human Resources, the Manager, Labour Relations is responsible for supporting the negotiation, administration and maintenance of collective agreements, dispute resolution, and investigations.

The Manager develops strategies to maintain cooperative and effective labour/management relationships by advising the District Leadership team, School Administrators and managers on the administration of collective agreements in a fair and consistent manner.

The Manager of Labour Relations will contribute to the Human Resources department operational plan aligned with the district's strategic plan.


Responsibilites:

Develop labour relations strategies and processes affecting employees of the district

Recommend and implement collective agreement interpretations, policies, procedures and programs to create and improve consistent labour relations practice within the district

Investigate labour relations issues and complaints, research appropriate relevant case law

Strategic management of grievances with sound research preparing the employer's responses in conjunction with other Human Resources staff

Work with counsel for arbitration preparation and other hearings

Key member of the bargaining process for teacher and support staff collective agreements

Effectively conducts misconduct and bullying and harassment investigations

Empowers and partners with managers and administrators with conflict resolution, investigations and disciplinary procedures

Works cross-departmentally across the school district to address issues and opportunities related to labour relations

Contributes to departmental vision, goals and priorities and commitment to meaningful consultation and collaborative decision-making

An insightful appreciation of Indigenous cultures, acknowledging their contributions and challenges, and a genuine eagerness to understand the local context

Commitment to integrating principles of equity across HR practices

Education:

University degree with a specialization in human resources or labour relations, or an equivalent combination of education and experience. Postgraduate education in labour law is an asset.

Thorough knowledge of provincial and federal legislation governing employers' Human Resource practices

CPHR designation preferred or the active pursuit thereof

Experience:

5 years' experience in labour relations in a complex unionized environment (preferably within the K-12 or public sector).

Proven track record in leading negotiations, preparing for and presenting at arbitrations and establishing effective relationships with unions and associations an asset

Thorough knowledge of current Human Resource Management practices and specifically those pertaining to labour relations.

Skills:

Outstanding interpersonal, verbal and written communication skills with the ability to communicate, build trust, and facilitate decisions with diverse groups

History of treating individuals with dignity, empathy, and understanding, embodying the qualities of a compassionate listener

Exceptional organizational and project management skills

Effective critical thinking, decision-making, and problem-solving skills

Extensive knowledge of employment legislation, labour law and HR principles and practices

Demonstrated commitment to inclusion and belonging and building a caring and respectful workplace

Ability to exercise tact and discretion and maintain a calm, courteous approach to sensitive interpersonal situations
