Reporting directly to the Lead Project Manager, this role will provide support as a subject matter expert to drive process optimization and guidance and ensure meticulous implementation that aligns with Oracle HCM best practices while catering to BC Transit's specific needs.

Collaborate with stakeholders to thoroughly analyze and comprehend business requirements, effectively aligning them with the functionalities offered by Oracle HCM Cloud Fusion.


  • Engage in Functional/Technical Design Workshops to verify the application of industry best practices.
  • Provide specialized guidance for process optimization following Oracle Cloud's best practices, while considering BC Transit's specific requirements.
  • Enable the execution of functional and technical tasks to achieve project transformation objectives and milestones.
  • Work closely with both functional business and technical teams to bridge communication gaps and foster a unified project environment.
  • Verify that decisions adhere to overarching business goals, Oracle Best Practices, and user needs.
  • Assist in the data migration process, guaranteeing the smooth transfer of pertinent data to Oracle HCM Cloud.
  • Work alongside the implementation partner to ensure system configurations adhere to established standards.
  • Collaborate with the team and guide the preparation of validation scripts, testing scenarios, and supervise the development of test scripts for Oracle HCM Cloud projects
  • Supervise the quality assurance process for both functional and technical deliverables.
  • Identify risks proactively and collaborate with the project team and implementation partner to address issues or obstacles.
  • Consistently provide updates on progress, challenges, and accomplishments to the Lead Project Manager.
  • Escalate critical issues to the Lead Project Manager for timely resolution.
  • Contribute to the creation of project status updates for stakeholders.
  • Identify opportunities for continuous improvement in technical processes and configurations.
  • Provide recommendations for enhancing system performance and user experience.
The Oracle HCM specialist for this project will have:

  • Bachelor's degree in information technology, sciences, engineering, human resources, or other related field and/ or 10 + years of related work experience.
  • Minimum of 5 years of experience within the last 10 years implementing some combination of Oracle HCM modules such as CoreHR, Compensation, Time & Labour, Absence Management, Payroll, Benefits and Recruitment.
  • Minimum of 3 successfully delivered full implementation of Oracle HCM Cloud as Functional SME or similar roles
  • Must have hands-on experience with payroll and human capital management systems
  • Must have Oracle HCM Processes and System knowledge
  • Experience in HCM Extracts, Oracle Cloud data loaders (HDL and spreadsheet loader), BI Publisher and OCI integration services
  • Experience reporting to senior leadership
  • A demonstrated ability to manage, mentor and collaborate with more junior staff
  • Must have an Oracle Cloud Human Capital Management Certification
  • Must have experience implementing large software projects in a large organization (500+ employees) in the public sector, preferably with crown corporations.
  • Asset to have a Payroll Certification (CPP, FPC, CPM etc.)
  • Asset to have a project management certification (PMP or Prince2)
  • Asset to have experience implementing position management in a large organization (500+ employees)

In addition to the qualifications and demonstrated expertise on projects with the characteristics described for PM Levels 1 through 3, the IT-related Project Management Consultants are expected to have an undergraduate degree in information technology, sciences, engineering or other technology related field; have IT –related project experience; The Project Manager at Experience Level 1 functions as project lead and is expected to operate at a senior level and have a solid understanding of the challenges and complexity in managing a project team in a complex public sector environment.


The Senior Project Manager is expected to:
a) have a minimum of five (5) years of experience within the last ten (10) years as a Senior Project Manager in one or more of the following areas:
– Project Integration Management
– Project Scope Management
– Project Time Management
– Project Cost Management
– Project Quality Management
– Project Human Resource Management
– Project Communications Management
– Project Risk Management
– Project Procurement Management
b) preferably have a post graduate degree (i.e. masters or doctoral degree in a discipline related to the applicable Category). The Province will consider certification as a CA, CMC, CMA, CGA or CFA as an alternative to a conventional post graduate degree;
c) preferably have a PMI – Program Management Professional (PgMPSM) or Project Management Professional (PMP) designation;
d) have the ability to make effective use of technology (e.g. special product knowledge such as Microsoft Project);

e) provide project examples that clearly demonstrate experience on at least three (3) projects of twelve (12) months or longer duration, which includes tight timelines, strong communication, leadership and political skills to understand, navigate, and meet stakeholders' needs and expectations and reporting project status to an executive position (e.g.

executive steering committee);

f) provide project examples that clearly demonstrate five (5) or more years in managing multidisciplinary teams and developing esprit de corps within the project team (e.g.

core business staff, professional employees, middle managers and other private sector contractors);
g) provide project examples that clearly demonstrate experience in portfolio management (e.g. strategic alignment and prioritization) including effective portfolio management controls and reporting;

h) provide project examples that clearly demonstrate experience in managing the change control process with evidence of strategic communications, end user involvement and training (e.g.

managing changes); i) provide project examples that clearly demonstrate a track record of successfully delivering large, complex projects (greater than $10M in value, greater than one (1) year in duration and at least ten (10) people reporting to the Senior Project Manager) preferably in a public sector environment.

The Project Manager at Experience Level 1 will possess demonstrated expertise on projects with the following characteristics:
the private sector;
c) requiring regular interaction at the Executive level (e.g. Assistant Deputy Minister / Deputy Minister level including briefing Ministers, Treasury Board staff, Common Business Services, ASD Secretariat, Office of the Chief Information Officer, Office of the Comptroller General and representatives of other central agencies of government);
d) project budgets usually exceeding $10 million and occasionally in the hundreds of millions of dollars;
e) Impacts may be to all of government, broader public sector, private sector and to large components of citizenry.
