Reporting to the manager of the Professional standards, Development and Logistics unit of the Community Standards and Neighbourhoods branch, this position is responsible for the development and delivery of operational and tactical training to the Community Standards and Neigbourhoods branch and for branch training programs that focus on the law enforcement aspects related to training requirements.


Working in a law enforcement environment with Municipal and Provincial governance and regulatory oversight, the incumbent will work closely with management, civic departments, police, provincial and federal law enforcement agencies, and other industry stakeholders to ensure all training programs and processes are developed, implemented, controlled and monitored in adherence to organizational policies, relevant laws and regulations.


The Training and Safety Sergeant will lead branch efforts in the analysis of existing training and safety programs, the assessment of all branch training needs, and, will be responsible for establishing branch learning goals, outcomes, training and safety audits, and ensuring curriculum development and delivery is strategically aligned to support corporate led culture improvement and leadership training initiatives, provincially mandated requirements, and ongoing professional development of enforcement and all other staff.


Responsibilities:

  • Supervise the training team and support the delivery of the Community Peace Officer Level 1 Induction Program (CPOIP) and Experienced Officer programs (EOP).
  • Supervise and support the delivery of the peace officer and bylaw officer enforcement refresher and recertification training programs
  • Deliver, conduct and assist in presentations or audits relating to safety and or training. This includes supporting change processes in municipal and provincial requirements.
  • Oversee and supervise the development, renewal and refinement of formal training programs associated with staff maintaining their required peace officer and bylaw enforcement officer statuses
  • Design and produce course learning materials using a variety of formats including print, audio, video, and multimedia to support various teaching techniques
  • Provide coaching to supervisory staff in administering effective employee training development plans and performance appraisals.
  • Assist managers, supervisors and staff in the succession planning process as it relates to training, recruitment and educational improvement
  • Conduct research and environmental scans on best training practices, technological advances, and on new methodologies and philosophies on enforcement and investigative practices and personal protective tactics
  • Support the design of instructional learning strategies to connect learning outcomes and to ensure alignment with corporate goals and training initiatives

Qualifications:

  • Completion of a recognized Diploma related to Law Enforcement, Security or Criminology is required, along with additional supervisory course work
  • Must possess or qualify for a City of Edmonton peace officer and bylaw enforcement appointment is required
  • Current related instructor or Public Safety and Emergency Services Academy instructor qualifications is required
  • Canadian law enforcement experience is required
  • Experience delivering in the law enforcement training environment is required
  • Formal training, education and experience instructing using adult learning principles would be considered an asset
  • Business related courses in leadership, coaching, development of staff and/or leadership training would be considered an asset
  • A minimum of five (5) years of strong customer service experience is required,
  • A minimum of three (3) years of diverse law enforcement experience; as well as
  • A minimum of one (1) year of experience in a related supervisory capacity
  • Must possess the Provincial Community Peace Officer I designation
  • Experience in developing and delivering training programs, specifically in Peace Officer tactical and enforcement related training programs
  • Knowledge of various legislations bylaws and procedures
  • Experience/knowledge of law enforcement tactics and legislations is desirable
  • Experience in research and analysis best practices as well as educational principles, techniques
  • Demonstrated ability to complete the lifecycle of developing Need Analysis, Knowledge Management Strategies, and Knowledge Management Delivery Plans (from business requirements to evaluation)
  • Experience with occupational health and safety policies, training and research
  • Possession of valid Standard First Aid and Basic CPR certificates and AED qualified
  • Ability and skill to prepare and present course curriculum within a classroom setting
  • Strong organizational and time management skills as well as demonstrated skills in critical thinking and problem solving
  • Excellent written and verbal communication skil
