Main Purpose and Function


Reporting to the Planner II (Public Space), the Planner I will work within the Street Activities Branch in Engineering Services to support public space planning, implementation and stewardship.

This work will involve ongoing work with (a) projects, emerging policies and initiatives related to public space, (b) public engagement on plans and strategies, and (c) developing partnerships and coordinating stewardship efforts for public spaces.

The Planner I will also support other teams within the Street Activities Branch (e.g. Plaza Management) and will have an associated reporting relationship to a Planner III (Public Space) on an as-needed basis.

Specific Duties and Responsibilities
Emerging policies

  • Supports the development and implementation of public space policy and programs, including:
  • Staying up to date on best practices for public life/public space.
  • Contributes to interdepartmental policies and programs, including community, area, and corridor plans.
  • Provides guidance to junior and technical staff on research, mapping and visualization.
  • Takes a lead role in internal discussions regarding public space policy, stewardship and programming.
Public engagement support

  • Supports the development of public engagement strategies for public spacerelated policies and projects;
  • Develops presentation materials to effectively communicate complex policies and concepts to different audiences, including other departments, stakeholders, the public, and Council.
  • Facilitates and codesigns public and stakeholder engagement activities.
  • Responds to public enquiries on specific projects.
Develops and maintains partnerships

  • Collaborates closely with staff in other COV branches and departments, including Street Use, Film and Special Events, Transportation, ACCS, and PDS.
  • Developments and maintains relationships with public space stewardship partners, including BIAs, neighbourhood associations and community organizations.

Qualifications

Education and Experience:

  • A postsecondary degree in Planning recognized by the Canadian Institute of Planners and a minimum of one year professional experience, or an equivalent combination of postsecondary education and experience.
  • Experience in policy review and research, best practices reviews, and policy planning.
  • Experience in urban and spatial design, creating design guidelines, and public space planning and stewardship.
  • Experience designing and facilitating innovative public engagement processes and events.
  • Experience in collaborating on interdepartmental and multidisciplinary teams.
  • Membership or eligibility for membership in the Canadian Institute of Planners is an asset.

Knowledge, Skills and Abilities:

  • Considerable knowledge of urban planning, public space and stewardship best practices.
  • Knowledge of municipal permitting processes, development and building bylaw reviews.
  • Strong written, verbal, and visual communication skills.
  • Strong research and analytical skills.
  • Ability to work independently, and lead a project from initial scoping to completion.
  • Strong decision making abilities, negotiation skills and interestbased problem solving abilities.
  • Ability to exercise sound judgement, diplomacy and tact
  • Ability to develop and maintain effective working relationships at all levels in the organization and external stakeholders
  • Ability to work effectively with changing and competing priorities with frequent interruptions within a multiple task environment
  • Ability to deal with conflict and facilitate collaborative decision making; negotiation; interestbased problem solving.


The City's COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time.
