Toronto, Ontario, Canada Centre for Addiction and Mental Health Full time

The Provincial System Support Program (PSSP) at the Centre for Addiction and Mental Health (CAMH) is currently seeking a full-time, permanent CH&E Specialist (Evaluator).

The Evaluator will work as part of a provincial team that leads the advancement of organizational transformation and systems changes in policies, programs and services to drive improved health and wellness outcomes for the diverse African, Caribbean and/or Black communities across Ontario.

The Evaluator will play a key role in leading evaluation activities associated with ongoing implementation and evaluation across various initiatives within PSSP.

This position will report to the Provincial Network Lead, with a dotted reporting line to the Manager, Evaluation - Clinical Programs and Community Initiatives.


Responsibilities will include:

  • Building and implementing feasible, efficient, and sustainable evaluation plans for work connected to the implementation of system change initiatives using a variety of evaluation tools (e.g. logic models, theories of change, frameworks, indicator development, data support systems and reporting tools) and approaches (e.g. developmental, formative and summative, collective impact)
  • Using and/or developing culturally responsive evaluation approaches, methods, and dissemination strategies for working with Ontario's diverse Black communities
  • Working proactively and collaboratively with the Black Health Alliance and other community partners, CAMH clinical, CAMH education, and the Office of Health Equity at CAMH for the implementation and evaluation of health initiatives that centre Ontario's diverse African, Caribbean and/or Black communities.
  • Providing and building capacity to sustain systemlevel and provider level evaluation activities, supporting the building of evaluation infrastructure with community partners and building their capacity to report on data findings
  • Facilitating groupbased dialogue and decisionmaking with diverse stakeholder groups with various levels of evaluation expertise
  • Linking evaluation findings with continuous quality improvement mechanisms to inform implementation planning and datadriven decision making to sustain system change
  • Developing methods for, and coordinating the collection and management of qualitative and quantitative data (e.g. protocol development, survey development, interview and focus group guides, data storage and quality assurance, coding, analyses, data visualization)
  • Providing and building capacity to sustain systemlevel and providerlevel evaluation plans
  • Developing and delivering youth and community oriented knowledge mobilization activities (e.g. presentations, reports etc.)
  • Participating in special projects and committees
  • Other duties as assigned

Qualifications:

  • This position requires the incumbent to have lived experience as a member of Ontario's diverse African, Caribbean and/or Black communities
  • Experience evaluating health initiatives and/or community development work that centres the dismantling of antiBlack racism, antioppressive and antiracist practices, and culturally responsive care and its collective impact is an asset
  • Experience developing, managing and conducting developmental, formative, summative and/or collective impact evaluations in a variety of settings is required.
  • Familiarity with quality improvement and implementation science frameworks, with strong skills in developmental evaluation is an asset
  • Demonstrated project management skills. Project Management Professional (PMP) certification is an asset
  • Familiarity with the Canadian Evaluation Society (or similar) evaluation planning guidelines
  • Strong working knowledge of the Engagement, Governance, Access and Protection (EGAP) framework and other relevant data governance frameworks
  • Experience with quantitative, qualitative and mixed methods framework designs and approaches to data collection and a demonstrated ability to manage, organize and synthesize large amounts of quantitative, qualitative and mixed methods data
  • Experience with participatory, youthfocused and communityfocused evaluation techniques and tools that are commonly used to engage youth and communities in evaluation plans from their inception through to data collection and dissemination phases
  • A strong orientation towards health equity, community healing, social justice and community empowerment is essential.
  • Experience working in an organization providing culturally responsive care for Black communities is an asset
  • Fluency in statistical packages (e.g., SPSS, SAS, STATA) and experience with qualitative software (e.g., NVIVO) are assets.
  • A capacity for selfdirected work and learning, and an ability to work effectively within an interdisciplinary team setting is required
  • Ability to work effectively in a widerange of settings with individuals from diverse backgrounds and program areas within CAMH and across the healthcare system.
