Project Manager

PREFERENCE WILL BE GIVEN TO PROJECT MANAGERS WITH PUBLIC SECTOR EXPERIENCE IN ONTARIO & CANADA.

Must Haves:

• Demonstrated experience with managing multi-year multi-million budget projects
• Experience with Microsoft Office tools including Visio, Project, PowerPoint, Word, Teams and other tools that support project management, collaboration and development of processes and plans.
• Experience utilizing, managing and understanding various software development methodologies, including Agile/Scrum and scalable minimum viable products.
• Experience creating privacy, financial, communication and IT documentation including business cases, Privacy Impact Assessments, Threat Impact Assessments, Requests for Service and Requests for Information.

Nice to Have:

• Previous Public Sector experience is an asset.

PROJECT OVERVIEW

• MPBSD in collaboration with MTO is taking action to deliver on services which will drive culture change, cross-business collaboration and citizen-centered practices that deliver better services to Ontarians, businesses and carriers. The new services will realize potential cost efficiencies, reduce in person transaction, quicker online service transactions, reduce burden, ensure timely communication as well as the development of a data strategy that will improve quality of data and other key areas.

The Project Manager resource is needed to work on these projects.

• Provides project management on large scale, complex, high profile and high risk projects for OPS I&IT initiatives.
• Ensures project deliverables meet clients' business requirements on time, scope and budget, with a focus on cost-effectiveness, efficiencies and compliance with OPS project management methodologies and frameworks
• Leads organizational development, strategy development, business planning, and Ministry funding requests.
• Gathers and develops requirements in order to create and maintain a detailed project schedule and/or integrated plan.
• Ability to monitor and forecast project costs and provide reporting and input to ensure targets are met
• Experience developing and managing project schedules, deliverables, and scope
• Ability to promote I&IT project management best practices and adherence to standard methodologies
• Demonstrated experience directing project teams to ensure project deliverables are delivered on time and adhere to government and ministry standards
• Extensive experience coordinating and monitoring project processes, and developing/communicating guidelines and procedures
• Sources, selects and on-boards team members in various disciplines, clarify roles and responsibilities and set task/deliverable/performance expectations for resources that are both OPS unionized employees as well as fee for service (FFS) consultants.
• Resolves resourcing and inter-personal conflicts, negotiates changes to resourcing, ensures knowledge is shared among team members such as project objectives and deliverables are met.
• Develops complex project budgets based on multiple funding channels and cross ministry dependencies.
• Effectively manages large project budgets and ensures a high level of fiscal control and accountability including estimates, forecasts and reconciliation/confirmation of actuals.
• Proactively identifies potential risk events and issues before they occur so that proper mitigating strategies can be developed.
• Articulates and prioritizes issues and risks at senior executive levels and recommends mitigation strategies for decision makers.
• Establishes and participates in steering committee and stakeholder forums
• Provides, project, program, and/or portfolio reporting to multi-stakeholders at senior executive levels.
• Uses appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects – concept, definition, planning, implementation and close-out.
• Promotes OPS I&IT standards and best practices for project management to facilitate control of system quality, adherence to standard methodology and the control of the use of I&IT resources.
• Knowledge and understanding of Project Management's Institute's Project Management Body of Knowledge
• Knowledge and understanding of Information Management principles, concepts, policies and practices
• Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards
• Ability to make recommendations on the acquisition of software, hardware, and technology resources
• Experience managing and coordinating project monitoring, anticipates and troubleshoots issues, provides ongoing expertise, resolves problems and provides project effectiveness
• Ability to identify conflict between project and functional areas and develops responses to successfully address conflict
• Ability to handle client relationships to manage expectations, provides updates as required, identifies potential conflicts between project and functional areas

EVALUATION CRITERIA

Project Management - 35%

• years of Integrated Enterprise project management experience across business and I&IT teams.
• experience with managing multi-year multi-million budget projects (must have)
• with the management of Stakeholders, risks, changes, issues, time, scope and resources.
• with Microsoft Office tools including Visio, Project, PowerPoint, Word, Teams and other tools that support project management, collaboration and development of processes and plans (must have)
• managing project life cycles including assigning resources and maintaining the project backlogs and in-progress/completed tasks with collaboration tools like: Jira, Trello, Microsoft Project, KanBan, Workamajig, etc.
• in validating financial forecasts, cost assumptions, and provide on-going reconciliation of resources and other related project expenditures.
• in formulating and determining business and technical requirements, business problems, business objectives, product visions, goals and outcomes.
• ability to direct, collaborate and inform policy, IT, legal, communication and privacy teams.

Technical, Deployment and Project Integration Skills - 35%

• utilizing, managing and understanding various software development methodologies, including Agile/Scrum and scalable minimum viable products. (must have)
• with I&IT technology site deployment/rollout.
• leading, facilitating and initiating large-scale technology infrastructure procurements.
• in defining, planning, orchestrating, and delivering the initiative including business, operational, and information technology deliverables as needed.
• with underlying technologies and processes for the delivery of an end-to-end electronic solution.
• knowledge of Oracle and related deployment environments in order to coordinate and lead activities
• in leading QA activities and processes

Documentation Skills - 20%

• Experience creating privacy, financial, communication and IT documentation including business cases, Privacy Impact Assessments, Threat Impact Assessments, Requests for Service and Requests for Information. (must have)

Public Sector Experience - 10%

• with Public Sector ITIL process including incident management, release management, problem management, support models, etc.
• with OPS business processes, gating procedures, project management requirements and business rules. (must have)
• of Government network and desktop infrastructure procurement, implementation and support models.
