Effective April 1, 2024, the salary range for this position is $88,496 to $128,625 per year in compliance with AMAPCEO collective agreement provisions.

The new rates, effective retroactive to April 1, 2024, were recently confirmed and dates for implementation of the new salary rates are still to be determined.

  • provide leadership to project teams and external contractors
  • provide technical/professional expertise to senior management committees, to assist them in making decisions
you have knowledge of accounting principles, financial planning/management policies/practices and risk management, and Public Sector accounting

  • you have knowledge of management practices, processes and techniques particularly in the areas of program analysis, strategic/business planning, operational planning, multi-year budgeting, consolidation reporting, financial analysis, quantitative and qualitative performance/measurement analysis and forecasting methods/techniques
  • you have knowledge of government human, technical and fiscal plans, policies, practices, procedures and legislation, to lead and/or provide fiscal strategies, advice and solutions to various ministry funding/allocation issues, initiatives and projects
you have effective oral and written communication and interpersonal skills, to work with all levels of management, provide advice, prepare reports, and prepare/present briefings/submissions to ministry senior management and central agency staff, and prepare business cases

  • you have negotiation, consultation and stakeholder management skills to lead consultations with stakeholders

Project and Leadership Skills:

  • you can lead projects with multi-disciplinary, cross-sectoral teams engaged in financial management policy development
  • you have organization skills to lead and coordinate various ministry strategic business planning activities and other ministry initiatives and projects
  • you have leadership skills to lead teams of professionals on ministry initiatives and projects, and provide technical guidance to other analysts
you can conduct complex research, impact analysis and risk assessment of complex issues, interpret results and develop recommendations, to support investment and portfolio financial analysis

  • you have knowledge of analysis theories, principles, techniques and practices, to develop options and make recommendations to senior management, on fiscal and operational issues and central agency requirements
  • you can lead the analysis of program funding data associated with the delivery of services across Ontario's healthcare system
  • you can identify/resolve fiscal analysis and planning issues, in relation to all ministry programs
  • you can interpret and apply recognized methods, policies and procedures, to meet government and ministry financial submission and reporting requirements
you can gain knowledge of the Ontario health system and its stewardship, health care services and linkages, stakeholder issues and indicators, ministry programs and initiatives, and corporate and ministry strategic directions

  • you have knowledge of/can gain knowledge of program/policy development and approvals processes, strategic management and project development skills, to provide analysis and support in the development, review and implementation of ministry fiscal and corporate operations and reporting requirements

Computer Skills:

  • you have knowledge of information technology/desktop applications, such as the network environment and client server technology, including financial management/reporting systems and Word, Excel, PowerPoint and MS Project
