Position Information Position Number S00967 Position Title Project Technologist Division/Portfolio Facilities Management Department/Program Facilities Administration Location Kelowna Other Flexible Work Options Your Opportunity Under the direction of the Manager, Project Management Office (PMO), the Project Technologist is responsible for the planning, design coordination, oversight and completion of assigned minor to midrange construction and renovation projects in accordance with the mission, vision, values and policies of Okanagan College.

The Project Technologist coordinates and leads assigned projects through the entire project life cycle including hiring and supervision of contractors and internal employees, preparation and management of related budgets, approving expenditures within approved signing authority limits and, in collaboration with Facilities & Business Services managers, ensuring employees and contractors working on assigned projects are achieving project requirements, including quality, timeline and budget.

Functions and Duties 1. Assumes the responsibility and accountability of the Prime Contractor, on behalf of Okanagan College, for minor to midrange construction and renovation projects assigned to this position; ensures compliance with all regulatory requirements, which may involve unionized and non-unionized employees
2. Defines and directs the entire project development cycle utilizing best practices and techniques in identifying, quantifying, and tracking project metrics including key project documents such as project charters, plans, schedules, budgets, risk management, quality management as well as the realization of benefits as defined in the business cases

Oversees budgets for assigned projects including:
submission of project budget proposals, budget revisions, personnel and overtime requirements, travel, training, review and approval of contractor and consultant progress claims and construction change orders, and any other expenditures related to the project budget within established budget and approved signing authority limits

Coordinates Routine Capital construction projects with necessary assistance from architects, engineers and other consultants, including scheduling of contractors, trades, consultants, facilities staff and other College departments, to ensure processes are completed within required performance standards, budgets and timelines; collaborates with managers to provide direction to unionized and non-unionized employees and members of the college community throughout the lifespan of assigned projects, adhering to necessary safety and security protocols
5. Coordinates major construction start-ups with successful bidders via on-site meetings including coordination of necessary safety and security measures, site access, and other arrangements as necessary
6. Ensures that contractors and employees are familiar with the relevant health and safety regulations and receive appropriate instruction and training
7. Prepares plans and specifications for alteration and renovation of existing buildings, including discussion of requirements with the appropriate stakeholders
8. Ensures construction specifications protect College interests; acts as the single source contact for the College with consultants and contractors on assigned construction projects; resolves any issues or discrepancies between plans and specifications
9. Leads day-to-day operational aspects of assigned projects under construction including: progress and conformance to ensure user satisfaction, quality control and compliance with budget; addressing any non-compliance issues and identifying any additional resource requirements, responding to complaints, concerns and suggestions from stakeholders
10. Reviews, prioritizes and processes work requests relating to assigned projects; monitors resulting work orders for completion and quality of performance
11. Provides advice and guidance through a proactive, consultative, and collaborative process; maintains effective and regular communication with project stakeholders of any issues of consequence including budget revisions, quality considerations and progress towards agreed timelines
12. Ensures adherence to government and College procurement standards regarding all aspects of tenders; responds to technical queries from bidders; reviews tenders received for compliance; makes recommendation of successful bidder to the Manager, PMO
13. Assesses and performs due diligence for assigned projects in the interpretation of codes, bylaws and regulations; ensures compliance with local, provincial and national building codes, WorkSafe BC; maintains inspection reports, records and other documentation, as required, to meet these standards, codes and bylaws
14. Provides input and makes recommendations to the Manager, PMO for the development and implementation of short and medium range plans, budgets and construction

Develops and maintains effective working relationships with a variety of internal and external stakeholders, including College departments, external agencies, contractors, architects, professional associations, community organizations.

Performs other duties as assigned Education and Experience A 2-year diploma in Architectural, Construction or Engineering Technologies, Project Management Certificate or equivalent is required.

A minimum of 6 years progressive construction project management experience is required. Skills and Abilities - Ability to establish and sustain positive relationships and rapport with internal and external stakeholders

  • Proven project management and organizational skills

  • Technical proficiency and understanding of current construction terms, scheduling and planning concepts
  • Working knowledge and understanding of the current British Columbia Building Code and WorkSafe BC Regulations
  • Ability to move and climb ladders as necessary to perform site surveys and inspection
