- **
PURPOSE OF POSITION:Reporting to the Supervisor, Customer Experience & Communications, the incumbent will
- be responsible for coordinating and implementing the business licensing function for the County, acting as a primary
resource for all licensing issues,
- act as Deputy Issuer of Marriage Licences for the County,
- coordinate the solemnization of civil marriages,
- administer the processing of Parking Tickets issued by County By-Law Enforcement Officers,
- provide back-up to the Customer Service Representatives at the Haldimand County Administration Building, as
required,
- assist with the Municipal Election as required
EDUCATION & EXPERIENCE:
- High School Grade 12 graduation, plus an additional programme of over one and up to two years, or equivalent
PLUS
- Over one year, up to and including two years, including previous related work experience and time in the position
Or equivalent to that combination.
KNOWLEDGE & SKILLS REQUIRED:
- excellent understanding of by-laws and legislation relative to responsibilities
- proven record keeping skills (both hard copy and electronic files)
- strong interpersonal skills
- strong financial and writing skills
- valid driver's licence, as travel is required***
COMPUTER EXPERTISE:Level
- The incumbent must possess introductory and intermediate level computer skills scored at 65% or higher for

- and/or require introductory to intermediate knowledge of department or division-specific software to accomplish
job tasks.
_Accountabilities / Tasks _
**Include, but are not limited to the following:
Business Licensing:
- Develop business licensing bylaws; review and update as required.
- Interpret licensing bylaws to respond to questions from agencies, public and staff.
- Research and prepare proposed licence fees for inclusion in Annual User Fee Bylaw.
- Maintain filing system of all licences.
- Provide annual notice to all licensees of licensing renewal requirements and current agency contact information.
- Liaise with contracted service provider for issuance of Kennel Licences, advising of lapsed licences for follow up.
- Liaise with the County By-Law Enforcement Unit to monitor ongoing compliance with the licensing bylaws.
- Liaise with the County Solicitor to exchange information, to obtain a legal opinion, when / if:
- required and monitor pending litigation.
- In conjunction with the County Solicitor and By-Law Enforcement Unit, collate documents for legal action for non
requirements of the by-law.
- Coordinate and attend meetings with agencies involved in the licensing process, preparing agenda and
- Maintain the confidentiality of the information provided by applicants in accordance with the Municipal Freedom
- Review Licence accounts in general ledger to ensure entries are allocated to correct accounts.
Lottery Licences:
- Interpret Alcohol and Gaming Commission of Ontario's (AGCO) Manual of Regulations and Directives pertaining
- Maintain and audit all lottery license files including reports, banking information and correspondence, as required
- Ensure proceeds are identified as being used in accordance with licence, following up with licensee for corrective
- Follow up on outstanding and delinquent lottery reports to ensure compliance with regulations of AGCO.

Marriage Act:
- Provide Notice of any Regulated changes to the Act to ensure relevant staff are updated.
