Purpose of
Position:

Reporting to the Team Leader, Sanitary and Stormwater, under the overall direction of the Division Leader, Engineering and Infrastructure and Corporate Leader, Operations, the Engineering Technologist, Sanitary and Stormwater assists with technical assessments on the sanitary and stormwater system; evaluates capacity constraints and recommends improvements, upgrades and challenges; provides expertise related to software modelling; provides technical assistance and/or review of designs and drawings, and, administers and provides inspections related to various systems; assists with flood mitigation; and assists with the preparation, coordination and compiling of review comments on engineering submissions to satisfy the Municipality's engineering standards and industry best practices.

This role will be key in the inception of linear infrastructure reviews and approvals, when implemented.

Qualifications & Experience:
Must have a 3 year diploma in Civil Engineering Technology or equivalent.
Must have CTech, CET or EIT designation.
Must be a member in good standing with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) or Professional Engineers Ontario (PEO)
M inimum of 4 years progressive experience in the field of infrastructure and water/wastewater design
Experience and knowledge related to stormwater and wastewater modelling software tools and applications is required.
Experience with ESRI and ACAD software tools and project management applications would be an asset.
Must have customer service experience.
Must have experience in preparing technical reports and memos.
Must have experience establishing professional relationships and networking.
Must obtain a clear police clearance for the vulnerable sector.

Knowledge & Skills:

Knowledge and understanding of civil engineering principles with a focus on hydrology, stormwater management, storm and sanitary sewer design and capacity and flood mitigation.

Must possess working knowledge of current stormwater management and wastewater modelling techniques using industry standard modelling software, PCSWMM, InfoWorks ICM.

Must be able to demonstrate advances analytical skills, problem solving skills, tact, diplomacy, confidentiality, and effective time management skills.

Must be able to demonstrate awareness and ability to keep current of new and evolving trends and techniques in the field of the municipal infrastructure.

Must be able to demonstrate skills with computer applications including Windows, and Microsoft Office.
Well-developed verbal and written communication skills
Well-developed customer service, interpersonal, conflict resolution, and organizational skills.
Thorough knowledge in building and construction
Experience dealing with the public
Must be knowledge in the principles of project management
Knowledge of surveying techniques and operation of survey equipment

Knowledge of municipal bylaws, Ontario Provincial Standards and Drawings, Highway Traffic Act, Book 7 training, Occupational Health & Safety Act of Ontario, and WHMIS would be an asset.

Familiar with municipal engineering design guidelines and Ontario Provincial Standards and Specifications.
Familiar with Ministry guidelines and requirements related to municipal servicing, stormwater management standards and sanitary guidelines.

Familiar with all relevant Federal and Provincial legislation concerning all matters of municipal engineering including the Environmental Assessment Act, Highway Traffic Act, Drainage Act, Public Transportation Highway Improvement Act, and any other legislation and regulations.


Major Responsibilities:

Perform and analyze hydraulic modelling analysis of wastewater and drainage infrastructure for system capacity assessments using computer modelling software.

Provide information for various studies related to flooding, drainage, hydrology and hydraulics, and infrastructure resiliency studies.

Provide technical input and comments on designs and drawings for a variety of civil engineering projects, including sanitary and storm sewers, water main, pumping stations, stormwater management facilities, and drainage works, etc.

Provide technical information and support for the Municipality's Flood Mitigation and Protection Framework.
Support the Municipality's Flood Rapid Response Plan and assist in flood forecasting and monitoring as required.
Investigate and respond to public inquiries, as required.

Provide technical comments and support development reviews, including the review of consultant's software modelling with respect to the sanitary and stormwater designs.

Coordinate and review sewer inspection reports and provide recommendations for improvements related to both the sanitary and stormwater systems.

Analyze mini-cam inspection videos and provide detailed reports based on findings and recommendations.

Provide information for the maintenance, summary, and analysis of both sanitary and stormwater systems, including coordination with consultants as required for support.

Analyze and make recommendations related to sanitary and stormwater, all in conformance to changing standards and requirements.
Investigate new technologies and industry best practices related to sanitary and stormwater infrastructure.
Provide feedback regarding establishing existing and future infrastructure requirements related to sanitary and stormwater systems and future growth.
Assess and make recommendations for improvements across the Municipality related to the sanitary and stormwater systems and set priorities on recommendations and funding
Maintain condition assessments and coordinate infrastructure management studies for sewers, pump stations, stormwater management facilities as required.

Liaise with external government agencies, neighbouring municipalities, local agencies and organizations on municipal related matters related to the sanitary and stormwater systems.

Provide information for the preparation of the annual budget related to the review and inspection of sanitary and stormwater projects and/or proposals.

Collection, distribution and filing of record drawings, sewer videos, and technical documentation.
Support the transition to linear infrastructure review and approvals, when implemented.
Attend meetings to provide input on engineering proposals and projects.
Review of design drawings and to ensure compliance with the Municipality's engineering standards and applicable legislation.

Prepare technical reports and review designs utilizing the Local Improvement Act, Ontario Building Code, OPSS, and OPSD, where required.

Prepare conceptual engineering and design reports, specifications, studies, computer models, and drawings related to projects, as required.
Provide technical information and data to external consultants, ratepayers and coworkers in other municipal departments.

Respond to request for information from lawyers and realtors on proposed land transactions related to sanitary and stormwater servicing, capacity and/or conveyance matters.

Complete field inspection as required for works initiated by the Municipality to ensure adherence to relevant engineering standards, agreements and contract documents.

Provide technical comments regarding reviews of sanitary and stormwater issues in the Municipality.
Complete investigations for various engineering matters related to sanitary and stormwater systems.

Support and provide technical comments for the preparation of the development of policies and by-laws relating to sanitary and stormwater infrastructure.

Provide technical comments in the preparation of committee and council reports, including investigations, analysis, and recommendations for engineering, capital projects and related matters.

Support Public Works, Capital Projects, Water Management, and Drainage Divisions as required.
Support other Engineering Technologists, as required.
Other duties as assigned.

Decision Making & Judgement:

Work is performed under the general direction of the Team Leader – Sanitary and Stormwater, Division Leader – Engineering & Infrastructure and Corporate Leader – Operations.

This role will report to the Team Leader.
Work with the Water Management Division, Public Works Division, Capital Projects Division and Community Planning Division.
Work within guidelines of policies, procedures and engineering standards of the Municipality.

Working Conditions:
Works within an office environment within the hours of 8:30 a.m. to 4:30 p.m. (35 hours per week).
Some exposure to adverse weather conditions and other undesirable environmental characteristics is required.
Driving around the municipality is required.
Control over Work Schedule
Occasionally requested to work beyond normal office hours.
