Project Manager I:


The Project Manager (PM) is responsible for supporting the Program Director in management and oversight of a new construction vessel program, specifically the Joint Support Ships Program under the Federal Fleet Renewal (FFR).

Primary responsibilities include acting as liaison with the external Government customer and coordinating Seaspan Shipyards and external resources in support of meeting specific program cost, schedule, quality, and safety goals.


Note:

Due to business needs, this position is required to be fully on-site based at 2 Pemberton Avenue, North Vancouver.



What you'll do

  • Acting as a primary collaborate with the Government of Canada customer to handle all issues relating to materials procured under the LLI and Build Contract, including liaising on progress updates, material financial risk reporting and communicating & negotiating change processes.
  • Liaises with the customer to lead the customer's delivery obligations for Government Furnished Information and Government Supplied Material.
  • Resolves commercial issues that have been escalated from other functions (particularly Supply Chain) relating to JSS material subcontracts and escalating to other areas of the business where necessary.
  • Coordinates and manages assigned Project Management activities for active contracts including, but not limited to, proposal development, contract negotiation support, highlevel planning, and portfolio schedule & risk management
  • Participates in prime contract negotiations, offering program specific input as needed to achieve program goals and VSY interests.
  • Interacts with the Customer to followup on deliverables/submissions and seek clarifications to resolve Customer issues, expediting actions as and where required.
  • Coordinates planning of program review meetings and contractual milestones.
  • Assists the Vice President, Navy Programs in establishing and driving program priorities.
  • Coordinates and leads generation of timely, accurate management information to support the regular 'battle rhythm' of program and management reporting requirements. This includes, but is not limited to Portfolio Management Committee (PMC) inputs, Monthly Program Review (MPR), Senior Management Reports etc.
  • Participates in contract change reviews and coordinates assurance of contract compliance on behalf of the PMO, highlighting and resolving issues as they arise.
  • Acts as the internal Customer to review deliverables and verify they align with contract requirements. Provides feedback on draft deliverables and reviews program performance reports prior to submission to the Customer.
  • Actively supports broader business development initiatives, the strengthening of VSY's customer relationship and our presence in the marketplace.
  • Responsibility for annual revenue (>$200M per year) and gross margin performance against business plan for materials purchased under the JSS LLI and Build Contracts, including assisting with updating the respective Estimates at Complete.
  • Oversight and management of material availability for all materials procured for the JSS program (both Long Lead Items and bulk parts etc.)

What you'll bring

  • A bachelor's degree in Engineering or Business. Diplomas may be accepted with sufficient employment experience.
  • 3 years supervisory experience in engineering, planning or production in the shipbuilding industry or in a sophisticated manufacturing or construction industry.
  • 10 years professional experience in the shipbuilding, manufacturing, or construction industry, with proven increased levels of responsibility.
  • Experience of complex program management and general knowledge of effective project management tools and techniques.
  • Strong communication skills with demonstrated ability to coordinate and influence indirect resources in support of meeting program or project objectives & goals.
  • Strong technical skills with demonstrated understanding of complex design, procurement, and production techniques.
  • Extensive knowledge of program performance metrics including the ability to identify key metrics and develop comprehensive performance reports.
  • Knowledge of Earned Value Management Systems (EVMS), scheduling systems and resource planning techniques.
  • Knowledge of Government contract administration procedures.
